PSA Dispute – Real Gains Following Dispute Conciliation At IRC

The Public Service Association (PSA) attended a further voluntary conference in the Industrial Relations Commission on Friday 26 May 2017 alongside representatives from SASMOA and the ANMF. The conference was in relation to the dispute of the DHA People and Culture Strategic Review preferred option of transferring the majority of DHA functions to the Office for the Public Sector and the Local Health Networks (including SAAS).

The recommendations resulting from the conference are a resounding endorsement of the PSA position; SA Health failed to genuinely consult with all three unions as key stakeholders as per the consultative clauses in the current Enterprise Agreements.

The conciliation conference outcome confirmed the following:

  •     The DHA ‘high level preferred option’ would be placed on hold and a letter will be written to the PSA (and other unions) advising that consultation will revert back the to the ‘strategic review stage’ of the proposals.
  •     A meeting will be convened during the week of 29 May to gain the views of the unions as key stakeholders
  •     Thereafter the PSA will be consulted on the report and recommendations
  •     A communique to be sent out to staff
  •     A report back to the IRCSA in 6 weeks on Friday 30 June 2017
