As
a key stake holder, the PSA attends the Department of Health
Industrial Liaison Committee (ILC) meetings.
The
purpose of the ILC is to provide a consultation mechanism between the
Department of Health Management and the recognised Health Care Unions
that addresses industrial matters pertaining to Health Portfolio wide
industrial relations issues.
On Friday 18 July 2008 the ILC
discussed the following key agenda items:
HEALTH CARE ACT
IMPLEMENTATIONS

The
Chief Executive (CE) is responsible to the Minister for Health for
the Public Health System.

Metropolitan
Regional Chief Executive Officers now report directly to the CE of
the Department of Health.
-
Current
Metropolitan health regions - Central Northern Adelaide Health
Service(CNAHS); Children, Youth and Women's Health Service (CYWHS);
Southern Adelaide Health Service(SAHS); remain as incorporated
hospitals under the Act.

Country
Health SA(CHSA) has been established as an incorporated hospital

Country
Hospitals and health centres have become sites of CHSA Hospital,
which now means that all CHSA Hospital staff will be able to access
FBT exempt salary sacrifice.

Country
Health Chief Executive Officer now reports directly to the Chief
Executive Department of Health.

SA
Ambulance Service (SAAS) remains as an incorporated body and the
establishment of a Ambulance Volunteer Advisory Council.

Repatriation
General Hospital will be joining the Southern Adelaide Health
Service and a Veterans Advisory Council will be established.

IMVS,
SouthPath, and the Women's and Childrens Hospital Division of
Laboratory Medicine became SA Pathology, joining CNAHS. IMVS
employees transitioning into CNAHS will now be able to access FBT
exempt salary sacrifice.

Metropolitan
Regional Boards, CHSA Board, country hospital and health centre
boards have been dissolved.

Health
Advisory Councils (HACs) are being established to advise the
Minister on health issues related to specific groups or regions.

A
CHSA Board Health Advisory Council has been established to provide
advice about relevant health issues and other strategic initiatives
for all country communities.

A
Health Performance Council has been established to provide
high-level independent advice to the Minister for Health on the
operation of the health system. The report is currently under
consideration by the Minister's Office. PSA has requested a
briefing on the report's findings and a copy of the report.

MENTAL HEALTH
The
PSA tabled concerns about staffing/resources at Noarlunga Emergency
Mental Health Service (NEMHS) and Southern Acute Crisis Intervention
Service (SACIS). The PSA and ANF are working with Southern Adelaide
Health Service (SAHS) to resolve this matter, but are concerned that
due to budget constraints there will be less Mental Health Teams on
the late shift, which could put more pressure on Emergency
Departments in the Inner and Outer Southern Regions.
BIOMEDICAL
ENGINEERING
The
PSA tabled members' concerns in relation to the establishment of SA
Pathology and will be taking the matter up with the Department
outside of this forum. Whilst the PSA was initially advised that
Laboratory Equipment at SAHS, RGH and CYWHS would continued to be
serviced by the existing Biomedical Engineering (BME) Units for 18
months by Service Agreements, changes are occurring without
consultation. PSA members are concerned about the loss of work
value, as it is a specialised field and the potential loss of
positions within the BME Units within the hospitals.
