UPDATE ON HOUSING SERVICE DELIVERY REFORM

MEETING RE NOTICE OF DISPUTE

PSA Vice President Steve Callaghan, PSA Councillor Lesley Burford, Deputy Chairperson for the housing representatives Raylene Dawson and PSA Industrial Officer Vanessa Ravenhill met with DFC representatives Carol Shard, Anna Lutz and Fran Hylton to negotiate a satisfactory outcome to the notice of dispute lodged with the CE Sue Vardon of Families and Communities on behalf of members employed in Housing SA.
The following outcomes were achieved:-

FULCHAT from General Manager Helen Fulcher will include a reissuing of the invitation for staff to nominate for the workshops and a further explanation about the Service Delivery Model Proposal presented on 21 March 2007
Human Resource team members will attend meetings at Housing SA offices to provide a more detailed explanation of the HR Transition Principles document.

A detailed explanation to be provided to staff about the management of vacant positions during this process.


There will be an immediate investigation to ascertain whether access to the electronic information can be made more user friendly and updated information sent to all staff about where to access relevant information.

All members are reminded to send questions through to Fran Hylton. Any member wishing to attend a workshop is advised to send an email to Fran Hylton with a copy to their line manager.


CONSULTATIVE FRAMEWORK

Correspondence has been received from DFC Director Human resources Natalie Hamood on 21 March 2007 providing more detail about the communication and consultation process that will be established to manage the implementation of the service model. The following is an extract from this correspondence.


Weekly updates from the General Manager, Housing SA to all staff on progress;
Housing SA Directors and the General Manager, Housing SA to attend regular forums with staff to give updates on the development of the processes and procedures to underpin the model;

Housing SA Directors to continue to visit regions regularly;

This will include conducting workshops to commence the week beginning 12 March 2007. All staff have been invited to nominate their interest. All nominees will be invited to attend a workshop.

These workshops will:
discuss service delivery and how staff can develop our work practices to achieve access to a range of housing options
discuss what services can be offered via the internet and telephone customer service centre.

show how the work processes can be structured within the work teams and Housing SA offices to achieve this.

The feedback gained from each workshop will be summarised and forwarded to participants. Once all workshops have been conducted, a summary of overall feedback and themes will be made available on the Intranet.

The information gathered from these consultation processes will be used to develop the detail that underpins the work functions within each team, and develop job descriptions. In accordance with the HR transition Framework, the job descriptions will not be consulted on individually.

In addition to these steps, a working party will be formed and linked to the Housing Industrial Relations Forum to explore further communication strategies and be a forum for communication on the implementation process.
