ALLOWANCE INCREASES


Allowances are increased annually. The following are the current applicable rates and recent operative dates for some allowances.

From 23/12/06

1. Allowances for meals and incidentals

Where absent overnight:

Breakfast $14.70

Lunch $14.70

Dinner $30.25

Incidentals $ 6.10

Where not absent from headquarters overnight:

Breakfast $12.70

Dinner $18.15

Interstate Travel

For capital cities and Alice Springs:

Breakfast $19.15

Lunch $19.15

Dinner $35.05

Incidentals $10.10

Interstate – Other than capital cities and Alice Springs:

Breakfast $14.50

Lunch $14.50

Dinner $29.80

Incidentals $10.10

Allowances are amounts paid to cover anticipated costs or as a compensation for conditions of employment. They are not a reimbursement as they are not exact compensation for the expense incurred. Therefore receipts are not required.

2. Reimbursement for Accommodation

Tax invoices and receipts are required.

Outside Metropolitan Adelaide – up to $89.00 per night

Within Metropolitan Adelaide – up to $106.00 per night

Interstate Travel

Alice Springs – up to $102.00 per night

Brisbane – up to $137.00 per night

Canberra – up to $103.00 per night

Darwin – up to $102.00 per night

Hobart – up to $111.00 per night

Melbourne – up to $151.00 per night

Perth – up to $111.00 per night

Sydney – up to $140.00 per night

Other – up to $89.00 per night

3. Incidental Expense Allowance for Employees Attending Residential Management Programmes.

An incidentals expense allowance of $21.60 per (course) day will be paid to employees attending Residential Management Programmes of more than two weeks duration and for a period of two weeks or less, employees will be paid an incidentals expense allowance of $10.15 per (course) day.

4. Camping Out Allowance

Where employees are required to provide their own food, an allowance of $28.10 per day.

5. Tea Money

Any employee, who by direction of the employer ceases duty two hours or more after the employee's normal time of cessation of duty, where such additional duty necessitates taking a meal away from the employees place of residence, is to be paid an allowance for the meal at the rate of $13.95 for an evening meal. If an employee commences duty 2 hours or more before normal commencement time, then $9.70 (breakfast) applies.

For weekend work or public holidays where an employee, is required to perform duty extending beyond a meal break on a day on which the employee would not normally be required, is to be paid an allowance for each meal necessarily taken away from the employee's place of residence at the rate of $13.95 for an evening meal and at the rate of $9.70 for any other meal.

Unless the employer supplies a meal, without charge.

All of the above Allowances (Nos. 1 – 5) were increased and are to be paid from the first pay period on or after 23 December 2006.

6. On-Call Allowances - From 1/10/06

Employees who are rostered to be on-call of a night time, will be paid an allowance for each night of $12.90 and, if rostered to be on-call during a full Saturday, Sunday or public holiday or any day that the employee would normally be rostered off duty, will be paid an allowance per day of $25.80 from the first pay period to commence on or after 1 October 2006.

7. Telephone Rentals

Employees required to be On-Call and in receipt of On-Call Allowance are eligible for reimbursement of their Telephone Rental in accordance with clause 5.3.5 South Australian Public Sector Salaried Employees Interim (SAPSSEI) (Award) 5.3.5 Medical Scientist (SA Public Sector) Award and clause 10.3.5 of the South Australian Government Wages Parity Enterprise Agreement 2006.

Reimbursement for an employee's private telephone rental and calls charges incurred for official calls must be reimbursed according to the following criteria”

a. When employees are directly involved in emergencies concerning life and/or property, including the emergency maintenance of plant or equipment.
b. When employees need to be available either for public contact or to support Departmental operations outside of normal working hours.
c. Reimbursement for telephone rental is to be limited to the basic service and equipment charges, unless other circumstances related to the employer's arrangements exist that require employees to have extra connections or equipment.

8. Other Allowances – From 22/7/06

There are a number of other allowances whose rates increased on the 1st pay day on or after the 22nd July 2006.

These include:

8.1 Use of Employee's Motor Vehicle

Where an employee has been given approval by the employer to use the employee's private vehicle for official purposes, such employee will be paid an allowance of 66 cents per kilometre travelled for motor car, station wagons and utilities (petrol, diesel or LPG).

8.2 First aid Allowance

A First Aid Officer will be paid a First Aid allowance of $11.35 per week.

8.3 Linguistic Allowance

$632.00 per annum for Officers registered as part-time interpreters or translator with the Registering Authority.

8.4 Also Fisheries Officers Allowance (Clause 5.3.1.3) Divers Allowance (Clause 5.3.17.5 to 5.3.17.9) Dental Assistants Radiography Allowance, (5.3.12.1) and the Allowance for handling badly decomposed bodies (Clause 5.3.19.1) in the (SAPSSEI) Award were increased from 22nd July 2006.

OPERATIVE DATES AND METHODOLOGY

Allowances are increased annually on the 1st pay period on or after one of three different dates depending on the methodology.


1. 23rd December: The allowances are increased in line with the previous 4 quarters Consumer Price Index (CPI)

Reimbursements (maximums) i.e. accommodation are adjusted after a sample survey conducted by the Government.

2. 22nd July: These allowances are increased in line with the annual Safety Net Adjustments (SNA's) to wages and salaries. These are determined by the annual State Wage Case in the SA Industrial Relations Commission.

3. 1st October:Allowances in the Enterprise Agreement are increased at that date. currently only the On-Call Allowance. This is because within the 1999 Enterprise Agreement the PSA negotiated an increase in On-Call Allowances. For the 2006 Enterprise Agreement they will be increased by 3.5% per annum in line with the salary increase.
