PROFESSIONAL OFFICERS MANAGERIAL ALLOWANCE WIN!

Earlier this year the PSA raised concerns with the Department of Health regarding the interpretation of the translation date for the Managerial Allowance, now that PO-3/PO-4/PO-5s were eligible for this new Allowance, which forms part of the new Professional Officer Structure within the SA Government Wages Parity (Salaried) Enterprise Agreement 2006.

The PSA negotiated, as part of Enterprise Bargaining with Public Sector Workforce Division (PSWD), that the new Managerial Allowance would be backdated to the first full pay date on or after 1 October 2006, in circumstances where the duties performed by an employee satisfy the Managerial Allowance Criteria.  The Department of Health's interpretation was different, and they were using the reclassification process to assess staff and only backdating from 3 months from the date of lodgment. This was later re-confirmed in a letter to the PSA from PSWD dated 30 April 2007.

The Department of Health have finally acknowledged, after seeking clarification from PSWD, that the implementation date for the Managerial Allowance is from the first full pay period as from 1 October 2006, if employees met the Managerial Allowance Criteria.

PSA members at level PO-3/PO-4/PO-5 who believe they meet the Managerial Allowance Criteria within the new Professional Officer Structure, and as yet have not applied, are encouraged to do so.  The PSA has developed a template that is available to members to complete. For PSA members who have been approved for the Managerial Allowance but were only backdated to 3 months of date of lodgment are encouraged to contact your HR Department, to find out when you will be reimbursed for moneys owing.
