METROPOLITAN HOSPITAL EFFICIENCY AND PERFORMANCE REVIEW

On Wednesday 31 October 2007, Public Service Association (PSA) Industrial Officer Dolly Costello attended the Department of Health, Metropolitan Hospitals Efficiency and Performance Review Steering Committee meeting.

The meeting was held as part of the Consultation Process with the PSA and other unions. Paxtons & Partners have been engaged to undertake the review which includes The Queen Elizabeth Hospital (TQEH), Lyell McEwin Health Service (LMHS), Royal Adelaide Hospital (RAH) and the Repatriation General Hospital (RGH).

SCOPE OF THE PROJECT

The scope includes identifying factors impacting on each hospital's ability to deliver services efficiently; operate substantial health services; and be financially viable.

The review process involves:

• Analysis of the operational profile of each hospital including activity indicators;

• Analysis of the operating costs including cost trends and drivers;

• Analysis of funding sources and trends;

• Identification of key drivers that have impact on efficiency and financial performance;

• Identification of service synergies within and across regions;

• Identify, where possible, comparative indicators to Benchmark with other equivalent hospitals and/or best practice models;

• Review current governance structures, accountabilities and reporting mechanisms within the hospitals, to the region and to central agencies;

• Review the cultural history of the hospitals, re: cost containment and revenue generation;

• Review the capacity of the regional hospital re: implementation of significant change.

The project deliverables include:

• Making recommendations to improve the efficiency, financial viability and sustainability;

• Develop an implementation plan and project plan to support the implementation of the key recommendations;

• Recommend appropriate methods for continuous monitoring of efficiency and performance.

Paxtons & Partners, as part of the consultation process have been scheduling staff presentations at the request of the PSA. Hospital management will advise staff of the time, date and venue for the presentations.
