SHARED SERVICES UPDATE

PSA General Secretary Jan McMahon, President Lindsay Oxlad, Chief Industrial Officer Peter Christopher and Industrial Officer Josie Barbaro met with the Deputy Under Treasurer and officers of the Shared Services Reform Office, on Monday 19th November 2007. The following is a summary of issues discussed:

(a) OUTSTANDING PSA QUESTIONS/ISSUES

In addition to previously reported issues, an update was provided to the PSA on outstanding matters. A summary of issues can be viewed here.

This includes the issue of Country Health where funding is provided by the Commonwealth for aged care services, and whether they will be included as 'in scope' for shared services. A meeting has been set up between Shared Services and Country Health to discuss this.

Access to child care and travel time/costs continue to be issues for members. Shared Services have indicated they are looking at initiatives such as flexible work arrangements, however the PSA is yet to be provided with details.

The PSA position is that no member should be worse off.

(b) DRAFT REGIONAL PRINCIPLES

A draft document was provided to the PSA for comment. The principles are an attempt to minimise the number of redeployees from regional areas. The PSA will be analysing the principles in detail. A working group has been established with representatives of Shared Services SA, Department of Health/Country Health SA, DFEEST and DEH to work through regional employment issues. Other public sector agencies with a significant regional presence will be included in discussions to identify employment opportunities for staff.

(c) WORKPLACE CULTURE

Shared Services are working on developing Induction and Workplace Culture policies. These will incorporate flexible working arrangements. It is clear Shared Services will need to be an Employer of Choice if staff are to be attracted to work in the new structure. Further details will be provided to the PSA.

PSA Council endorsed action by members to protect their entitlements and services to the community.

PSA believes members should demand information prior to any consideration about transitioning to Shared Services SA. It is important to ensure your interests are protected by joining now. The PSA will continue to keep members informed.
