SHARED SERVICES DELAYED

Shared Services SA has now delayed the transition of Group 1 employees. Those groups under Department of Treasury and Finance will transition late March 2008, and all other groups will transition in late July 2008. Advice on remaining groups is not currently available.

Members would be aware the PSA has had longstanding concerns over the Government's Shared Services proposal. These have been well documented and raised with the Hon Minister Michael Wright, the Under Treasurer, and representatives from Shared Services SA.

Late last week Government provided responses to some of these issues. Many of the issues have not been satisfactorily addressed, and there is still not agreement on key issues. These include;

  • Salary Sacrifice impact on Health employees

  • No forced relocation for metropolitan employees

  • No disadvantage for staff, including additional travel time, costs and child care implications

  • Impact upon regional members and communities

  • Human Resources principles

  • Terms and Conditions

As a result the PSA wrote to the Under Treasurer formally requesting a review of transition time-lines with a view to deferring the dates of Group 1 employees scheduled for February 2008, acknowledging the outstanding matters and complexities involved. The correspondence indicated the PSA's dissatisfaction with progress and alerted Government to the potential for a dispute if these issues were not resolved.

The PSA welcomes the announcement and believes it acknowledges the complexities of the transition exercise as continually advocated by PSA. The PSA will continue to keep members informed of developments.
