SA METROPOLITAN HOSPITAL EFFICIENCY AND PERFORMANCE REVIEW The Government has recently released the final version of the “SA Metropolitan Hospital Efficiency and Performance Review”. This Report, developed in consultation with Health Units and the Department of Health, criticises the current practice of attempting to meet patient demand beyond target/budgeted (financial) limits. The Report (briefly) comments that doctors and nurses reported UNMET DEMAND but goes on to recommend 'capped' (ie reduced) service provision. Despite the significant increases in demand being experienced on a daily basis, the Report recommends a series of cost-cutting measures; fewer doctors, nurses and administrative staff, to name a few. Absent from the Report is any data or explanation which might explain the rationale behind the many recommendations. Public Sector Unions have requested this information but have been told that the Department of Health has already asked Health Units to suggest initial implementation process measures. Whilst documents accompanying the Report suggest that service standards should be maintained, it does not say how this could be done with fewer people providing care and less back-up support. Departmental representatives say that 'capping' care within predetermined budgets won't reduce care. The Report admits doctors and nurses report unmet demand – despite continuing strong growth demand. Government representatives can't explain this contradiction. Unions encourage, and will support as needed, members who decline to lend legitimacy to the Report by participating in its implementation. A meeting will be sought with Minister Hill to air public sector employees concerns about this proposal the cut service provision.
