TAFE LIBRARIES REVIEW UPDATE

The Public Service Association(PSA) attended two recent meetings in relation to the Department of Further Education, Employment, Science and Technology's (DFEEST) TAFE SA Library Review.

The first meeting was held on Friday 9th May 2008 at the Regency campus and was well attended on site and also via video conference, with metro and regional members taking part. This proved valuable in clarifying what outcomes PSA members want to achieve through this review. It was agreed by all that PSA representatives ask the Australian Library and Information Association(ALIA) representative be included in the Library Review Reference Group.

Part of this review will include reviewing the Job and Person Specifications(J&P) and classification of Library workers. Members in TAFE SA North recently completed a comprehensive list and description of duties, roles and functions (Primary Functions List) that are currently being performed by Library workers. It is important that TAFE SA South and Regional also compile similar lists. This will assist in determining whether members are, in fact, performing duties at a higher classification.

Basia Hellwich is the ASO PSA Worksite Representative on the Reference Group and a call was made to PO stream library workers to nominate for a place on the Reference Group. The PSA thanks the following members who have put their names forward. As only one PO is permitted, members will need to vote on whom they would like to represent them on the Reference Group.

The Reference Group met on Monday the 12th May 2008 at Adelaide Campus and was chaired by Stephen Conway. It was agreed that Jeanine Hooper will be invited to join the Reference Group as an ALIA Representative.

The Human Resource(HR) Principles were agreed and will ensure that adequate consultation occurs with members.

The Communication Strategy was submitted to the Reference Group. This document outlines how DFEEST will consult with members and how workers can provide feedback to the Reference Group. PSA members should provide feedback directly to their Worksite Representatives or Industrial Officer. This will ensure that the PSA effectively represents members throughout this review.

The organisational structure of TAFE SA Library staff was tabled and showed that there are currently 80.02 Full Time Equivalent (FTE) positions. The PSA asked if casual employees were included in this total number. The PSA has advised that they were not. The Reference Group asked HR to clarify the total number of FTE workers currently employed in TAFE SA Libraries, including casual staff.

A Working in Isolation risk assessment will be conducted across all TAFE SA Libraries. The PSA will be provided with a final report of the risk assessment and will then provide feedback. Members health, safety and welfare is non-negotiable and a right of every Public Sector employee. The PSA acknowledges the effort of TAFE SA to ensure workers' safety and recent improvements made.

TAFE SA HR will start assessing the Primary Functions List to determine appropriate classification and whether the current J&P's are accurate. They have committed to working on this task as a priority. Please provide any feedback to your PSA Worksite Representative or Industrial Officer.
