ESTABLISHMENT OF A CONSOLIDATED PROCUREMENT, CONTRACTING AND SUPPLY CHAIN SERVICE

The PSA attended a consultative meeting at Department of Health (DH) on 17th March 2009 regarding this project.

DH advised that a proposed business model and detail as to which services will be in scope would be released soon. DH will follow this up with a series of roadshows in metropolitan and country areas around late April and early May 2009.

The PSA encourages members to attend the roadshows and use the opportunity to address their questions directly to management. The PSA also encourages members to forward any unanswered questions and/or relevant feedback from the meetings to the PSA for follow up.

The HR Principles were raised at the meeting, the PSA has concerns regarding a clause which suggests that an employee may be placed into a position at a lower classification level if he/she remains unattached after the restructure. The PSA advised that this would only be acceptable if the employee agrees to a position at a lower classification and the relevant clause needs to be amended to reflect this.

DH noted that procurement and supply staff are in some instances responsible for associated functions such as fleet management etc. DH are yet to decide how these functions will be performed in the future.
