PROPOSED SERVICE MODEL REFORM FOR AMBULATORY & PRIMARY HEALTH CARE SERVICES

The Public Service Association (PSA) has recently been advised by the Executive Director, Operations, Ambulatory and Primary Health Care Services (A&PHCS) that the Strategic Functional Consolidation for A&PHCS that commenced in May 2008 is now established.

The letter advised that in today's challenging health environment, the focus on the way services are delivered to the community must be sustained and be effective and efficient.

The A&PHCS directorate claims it is positioning itself to meet the future needs of the community and deliver on the SA Health Care Plan. They state that for this to occur, some changes are required.

The PSA has received several concerns from members with regards to lack of consultation, decanting of staff, ceasing of major community projects and genuine workload issues and will be scheduling a meeting shortly with the Executive Director to discuss this matter further.

A&PHCS has made a commitment to consult staff and also the PSA about the proposed service model reform through the Industrial Liaison Forum.

The PSA is inviting members to become involved in this process by either sending comments to PSA Industrial Officer Margie Lindley or to join the PSA in attendance at the A&PHCS Industrial Liaison Forums. The August meeting was cancelled by management and the next planned meeting will be 6th October 2009. The PSA will be seeking an appointment before this meeting to discuss member's comments and concerns.

The PSA will ensure that member's concerns will be genuinely taken into account and responded to prior to changes being implemented. This is guaranteed by Clause 22 Consultative Processes of the Enterprise Agreement. The grievance provisions of the Enterprise Agreement also apply.
