REVIEW OF ALLIED HEALTH PROFESSIONAL WORK LEVEL DEFINITIONS
The
2010 Enterprise Agreement (EA) introduced a new career structure for
those Professional Officers (POs) who were deemed to be Allied Health
Professionals (AHPs). This came into effect on 14 January 2010.
The immediate impact was that all AHPs moved up an increment from what
they were as PO and PO1s with 6th and 7th increment moved to AHP2, 1st
increment. Those AHP2, 1st increment were then entitled to apply for a
peer assessment to progress further after 12 months i.e. 14 January
2011.
Most have now progressed satisfactorily and other AHPs have been
reclassified, either by management initiated reclassifications or by
personal application for reclassification.
The PSA has been involved in assisting members where there were
difficulties, which was usually due to incorrect local interpretations.
These have been mostly resolved satisfactorily for PSA members.
It was agreed with the Government, that during the life of the EA, the
Work Level Definitions (WLDs) would be reviewed (appendix 5e). A meeting
with the Department of Premier and Cabinet has been scheduled for 14
December 2011.
The AHP, WLDs are contained in Appendix 5a of the EA.
The PSA is seeking members' views on both the WLDs and their interpretation, as well as their application.
It would be appreciated if members could give positive feedback as well
as how the WLDs could be improved. To gain an overall picture, if
members could also advise specifically:
1. If you were reclassified since 14 January 2010
i.e. AHP2 to AHP3, AHP3 to AHP4, AHP4 to AHP5, AHP5
to AHP6
a) Management initiated or,
b) Personal application.
2. Progressed from AHP2, 1st increment through peer assessment panel from
14 January 2011.
3. If progression from AHP2, 1st increment was delayed or refused (with details).
4. If as an AHP1, you had accelerated progression to
AHP2 due to management initiated referral to a peer
assessment panel.
5. Developmental Educators, Prosthetists, and
Orthotists, have different implementation
arrangements (schedule 1.21a) but can also advise of their
experience and concerns.
