EB - NO OUTCOME YET

A Full Bench of the Industrial Relations Commission recommended that the option of a short Enterprise Agreement be considered by Government and the PSA.

PSA immediately proposed a short Agreement to 31 October 2005 which protected existing conditions and provided for salary increases from 1 October 2004 and 1 October 2005, together with increased paid maternity leave, while reserving non-agreed matters for later negotiation. PSA also sought an interim increase from 1 October 2004. PSA agreed that the salary rates and maternity leave be as determined by the Industrial Relations Commission.

In 'Without Prejudice' discussions with Government representatives, a proposal was put to PSA for an Agreement in which the Commission would arbitrate on three matters i.e. quantum, maternity leave and the duration of the Agreement. This was not acceptable as the basis of Government and PSA submissions to the IRC had focused upon two issues i.e. quantum and maternity leave. PSA has consistently made it clear that a longer Agreement was inappropriate as it devalued the salary increases within the Agreement.

In a serious attempt to progress this matter, PSA has proposed to Government that a short 6 month Agreement dealing only with the 1 October 2004 salary increase and maternity leave be prepared.

PSA is concerned at the lack of progress during a period of goodwill during which members have suspended the industrial campaign. A Worksite Representatives meeting on Friday, 1 October will be provided with reports on any progress and consider future options. The Government has achieved its long sought AAA rating, it would appear, at members expense.
