ALLOWANCES: NEW RATES
Meal and accommodation allowances have been increased from the 1st pay period on or after 23 December 2004. These are in accordance with the Consumer Price Index (CPI) for the previous year. Other allowances (previously advised to members)were increased from the 1st pay period on or after 21 July 2004, to reflect the National Wage Increase, in accordance with the Safety Net adjustment in the State Wage Case Decision.

Meals & Accommodation Allowances

Old rates in brackets

Meals

1. “Tea” money (12.75) $13.05

(If required to work more than 2 hours after normal finishing time. e.g. After 7.00 pm for 9-5 employees)

Also applies if working overtime on a weekend or public holiday and work extends past evening meal break.

2. “Breakfast” money (8.90) $9.10

If required to commence 2 hours before normal starting time or overtime on a weekend or public holiday which necessitates taking a meal (not dinner) away from home.

3. Fisheries Officer whilst at sea ($24.10) $24.70

For each 24 hours duty period at sea if required to provide own meal. Similar rate for employees accommodated in government provided facilities (quarters) when required to provide own food.

Accommodation reimbursement

South Australia

Reimbursement of expenditure for accommodation at bona fide hotels, motels or boarding houses.

Tax invoices or receipts are required.

4. Outside Metropolitan Adelaide up to ($78.00) $86.00 per night

5. Within Metropolitan Adelaide up to $100.00 per night

Reimbursement of expenditure for accommodation at bona fide hotels, motels, or boarding houses.

Pay Offices will not yet have been officially advised of all of these increases, but back pay to the 1st pay period on or after 23 December 2004 will apply.

Other Allowances

Increased from 1st pay period on or after 22 July 2004. Old rates in brackets.

  1. Part Time Interpreters & Translators Allowance ($574) $595 per annum.

Refer Part Time Interpreters & Translators (Public Service) (SA) Award & PSM Act Determination 23.

   12. First Aid Allowance ($10.25) $10.65 per week.

  1. Motor Vehicle Allowance (60) 62 cents per kilometre.

The above and other increases in allowances were advised in PSA brief “Allowances Increased”: 19 July and available here.

  1. Recreational Leave Loading maximum ($554.10) $573.20 from 1 July 2004. This normally applies to workers for 4 weeks recreational leave. 17.5% of the 4 weeks up to $573.20. However, this maximum does not apply if the allowances and penalties payable had the employee not been on leave is greater. A shift worker receives 20% up to $573.20 or the greater of the penalties and allowances payable for the period. The PSA has become aware that some agencies especially hospitals and health units were incorrectly applying the maximum. They have been advised to rectify this and back pay. Members should check with their pay office in the first instance.

Reference Public Service (Recreational Leave Loading) Award.

15. On Call Allowances. Through Enterprise Bargaining PSA had negotiated increased rates. These previously increased on 1 October each year, in line with pay increases.

However, as PSA is in dispute with Government over pay increases and has sought arbitration the rates applicable from 1 October 2003 still apply ie $11.70 for a week night, $23.30 Saturday, Sunday, Public Holiday & RDO. (Clause S2.3 SA Government (Public Sector Salaried Employees) Salaries Interim Award 2004.

Additional Allowances

The following allowances were inserted in the SA Public Sector Salaried Employees (Interim) Award 1994, from 23 December 2004.

16. Coxswains Certificate (Fisheries Officer) $238.00 per annum.

17. Master Class V Certificate of Competency (Fisheries Officers) $403.00 per annum. Clauses 5.3.13.6-8 apply.

18. Pharmacist in Charge Allowance.

(Applicable only to PSO1 & PSO2) $1.41 per hour. Refer clauses 5.3.18.

19. Allowances for handling badly decomposed bodies.

$18.89 per badly decomposed body. Refer Clause 5.3.19.

These allowances (16-19) will be increased from 22 July 2005 in accordance with the Safety Net Adjustments for 2005.
