INCREASES IN ALLOWANCES AND TRAINEE WAGE

ALLOWANCES

The following allowances have been increased from the first full pay period on or after 22 July 2005 by 3.2% in accordance with Principle 7.5 of the 2005 State Wage Case. This reflects the $17 per week National Wage Increase (Safety Net Adjustment).

In the SA Public Sector Salaried Employees (Interim) Award (SAPSSEI) 1994 the increases were inserted in the following clauses.

5.3.2 First Aid Allowance

5.3.2.4 A First Aid Officer will be paid a First Aid Allowance of $11.00 per week provided that the Officer is required to be able to perform those duties on at least 3 days a week. Employees required to be able to perform the duties of a First Aid Officer for less than 3 days will be paid an allowance calculated at the rate of 30 cents per hour for each hour or part thereof.

5.3.2.5 Where an employee is working an average of 38 hours per week they are paid an allowance of $10.65 per week, the payment will accrue towards a programmed day off.

8.7.4 Motor Vehicle Allowance

8.7.4.1. For motor car, station wagons and utilities (petrol, diesel or LPG) – 64 cents per kilometre.

8.7.4.2. Motorcycles/scooters – 26 cents per kilometre.

8.7.4.3. Trailers – 6.0 cents per kilometre for each kilometre a departmental trailer is towed with the employee's private vehicle.

NB. THE PSA HAS WRITTEN TO THE GOVERNMENT REQUESTING A FURTHER INCREASE TO THE ALLOWANCE IN LINE WITH THE EXTRAORDINARY INCREASE IN COST OF PETROL.

8.9 Transfer of Headquarters

8.9.1. Where an employee changes permanent headquarters the employer will pay for the transfer of the vehicle(s) at the appropriate rate hereunder for the distance travelled by the employee from the old headquarters to the new headquarters.
8.9.2. For motor cars, station wagons and utilities (petrol, diesel or LPG) – 18 cents per kilometre

8.9.3. For motorcycles/scooters – 7.0 cents per kilometre.

5.3.3 On-Call Allowance (Safety Net Adjustment only)

5.3.3.1 An employee who is rostered to be on-call of a night time will be paid an allowance of $8.20 for each night.

5.3.3.2 An employee who is rostered to be on-call during a full Saturday, Sunday or public holiday or any day that the employee would normally be rostered off duty will be paid an allowance of $18.20 per day.

On-Call Allowance (Actual Rates)

This allowance was increased through enterprise Bargaining in the 1999 and 2001 Wages Parity Enterprise Agreements. The current rates are applicable from 1 October 2003. These are in the SA government (Public Sector Salaried Employees) Salaries Interim Award 2004 clause S2.3.

Nightly rate $11.70 on and from 1 October, 2003

Weekends and public holidays

$23.30 on and from 1 October 2003

PSA has negotiated with Government for the following rates to be paid. Though PSA had initially claimed two increases of 4% PSA has accepted 3.5% per annum in line with the 2004 Weekly Paid Enterprise Agreement.

An allowance for each night as follows:

$12.10 on and from 1 October, 2004; and

$12.50 on and from 1 October, 2005.

Saturday, Sunday or public holiday

$24.10 on and from 1 October, 2004; and

$24.90 on and from 1 October, 2005.

Application will be made in the South Australian Industrial Relations Commission to vary the SA Government (Public Sector Salaried Employees) Salaries Interim Award 2004. After this has been ratified in the Industrial Commission a wages schedule will be issued to pay offices and then back-pay can be calculated.

5.3.8 Field Officer (Sole) Allowance

5.3.8.1 Any employee classified as a Community Welfare Worker in the Department for Family and Community Services and who works under the general direction of, but remote from a senior Probation and Parole Officer in the Department for

Correctional Services or a District Officer or District Supervisor in the Department for Family and Community Services, or an employee on a higher classification in either Department, and being the sole departmental branch Field Officer in a country town or centre will receive, in addition to the appropriate salary, an allowance of $1,091 per annum whilst that employee continues to undertake the duties of a sole departmental branch Field Officer.

5.3.8.2 Any Field Worker (previously classified as FDC1) who works under the general direction of, but remote from a Scheme Manager (previously classified as FDC3) and being the sole Field Worker in a country town or centre, and who may be required to supervise a clerical officer, will receive, in addition to the appropriate salary, an allowance of $1,091 per annum whilst he/she continues to undertake such duties and responsibilities.

5.3.9 Academic Allowance

5.3.9.1 An employee who is now classified as AS01 and who prior to 1 June 1991 was in receipt of an academic allowance of $449 per annum will continue to be paid that allowance in addition to the salaries prescribed by this award whilst so classified.

5.3.12 Dental Nurse Post-Certificate Course

NB: (Dental Nurses are now known as Dental Assistants)

5.3.12.1 Dental Nurses successfully completing the post-certificate study course of the Dental Assistants Association of Australia in Dental Radiography, or having obtained equivalent qualifications and who the Permanent Head of the Department certifies in writing are required to expose x-rays films or regularly assist inexperienced trainee school dental therapists in exposing x-ray films in lieu of a tutor dental officer will receive an allowance of $559 per annum.

5.3.13 Fisheries Officers Allowances

5.3.13.1 An officer whilst at sea will be paid the following allowance, as compensation for all excess hours worked and abnormal conditions encountered for each completed 24 hour period or part thereof where such part is 7.5 hours or more, provided that the officer is absent from home overnight, and provided further that no officer will be entitled to more than the allowance set out in this sub clause for any period of 24 hours.

5.3.13.6 Subject to subclause 5.3.13.8 Fisheries Officers, who as part of their normal duties, are required to hold a Coxswains Certificate shall be paid an allowance of $246.00 per annum.

5.3.13.7 Subject to subclause 5.3.13.8 Fisheries Officers, who as part of their normal duties, are required to hold a Master Class V Certificate of Competency shall be paid an allowance of $416 per annum.

5.3.13.8 Where a Fisheries Officer holds both of the certificates referred to in subclauses 5.3.13.6 and 5.3.13.7, only the allowance of $416 per annum for the Master Class V Certificate shall be paid.

5.3.16 Supervising Radiographer Allowance

5.3.16.1 Employees previously classified as Radiographers, a Supervising Radiographer allowance of $2.85 will be paid each shift where relevant.

5.3.17 Diving Allowance

5.3.17.2 An employee who is an experienced diver in addition to his/her ordinary rate will be paid an allowance of $27.45 per week.

5.3.17.3 Where an employee on any day performs work as a Supervising Diver (unless this employee dives on that day in which event entitlement will be paid at the rate for an experienced diver only) $20.10 per day.

5.3.17.5 If an experienced diver (in addition to the allowance in 5.3.17.2 hereof) $37.25.

5.3.17.6 If a trainee (no weekly allowance) $29.65 per day.

5.3.17.7 Diver's attendant $14.65 per day.

5.3.18 Pharmacist-in-Charge Allowance

5.3.18.1 A pharmacist classified at PS01 or PS02 level, who is nominated in charge of a pharmacy of public hospital on a Saturday, Sunday or Public Holiday, shall be paid a pharmacist-in-charge allowance of $1.46 per hour.

5.3.19 Allowance for handling badly decomposed bodies

5.3.19.1 Employees who are required to handle badly decomposed bodies in the normal course of their duties shall be paid an allowance. The amount of this allowance shall be $19.50 per badly decomposed body.

Salary Increases (SNA)

The Salary Schedules in the SAPSSE(I) Award 1994 were increased by $17 per week from 22 July 2005. However, these are the Safety Net Adjustments salaries (SNA). Employees currently receive salaries above those in this Award.

Paid Salary Increases

Salary increases are paid through the SA Government (Public Sector Salaried Employees) Salaries Interim Award 2004 and from 1 October 2005 there is an additional increase of:

ASO 1-3, OPS 1-3, TGO 0/1, PSO 1 (increment 1-3)                4%

OPS 4-7, TGO 2-5, PSO 1-3, ASO 4-6, MS 1-3                         3.75%

PSO 4, MS 4, DSO 2, LE 4, LEC 3, ASO 7 & above                 3.5%

Salaries are paid through the 2004 Award and Enterprise Agreements except for Trainee Wages which are paid off the SAPSSE(I) Award 1994.

Trainee Wages

The Trainee Wage will be increased from the first pay period on or after 13 November 2005. There are 3 skill levels. The one applicable to our members is skill level A in clause 7 Schedule 6 of the SA Public Sector Salaried Employees Interim Award 1994.

* Figures in brackets indicate the average proportion of time spent in approved training to which the associated wage rate is applicable. Where not specifically indicated, the average proportion of time spent in structured training which has been taken into account in settling the rate is 20 percent.

These salaries reflect the National Training Wage Award.

PART-TIME INTERPRETERS OR TRANSLATORS (PUBLIC SERVICE) (SA) AWARD

The allowance in this Award shall operate from the first pay period on or after 22 July 2005.

Officers registered as part-time interpreters or translators with the Registering Authority, shall be paid a linguistic allowance of $613 per annum in addition to their normal salary. This allowance is to be regarded as salary for the purposes of calculation of shift penalty and for overtime and is to be varied according to the wage decisions.

Recreational Leave Loading

Under the Public Service (Recreational Leave Loading) Award during a period of
recreational leave most employees get 17.5% of their salary up to a maximum of $594.50 for any one full entitlement of annual leave. For a shift worker or a 7 day a week worker it is 20% up to $594.50. However, if the allowances and penalties payable to an employee if they had not been on leave are greater, then this is paid even if it is above the maximum ie the maximum does not then apply. The maximum is increased annually from the 1 July in the SA Industrial Relations Commission.

Meal Allowances etc.

Tea money, meal allowances, incidental allowances, travelling expenses, reimbursement and accommodation entitlements are adjusted annually from 23 December, in line with the increase in the previous 12 months Consumer Price Index (CPI) PSA will advise after the next increase of the new amounts.

Future adjustments

The PSA has ensured that increases to allowances are made annually in the applicable Awards in the SA Industrial Relations Commission. The Federal Government's plan to abolish the State Industrial Commission and to either abolish Awards or reduce them to the bare minimum may affect PSA's ability to increase your entitlements through the Award process as we have previously done.
