THE
FACTS
Misinformation has been circulating about the differences in pay rates achieved by Allied Health Professionals in Tasmania compared with South Australia. The long overdue pay rise in Tasmania was achieved through the efforts of the CPSU/PSA in Tasmania working in conjunction with others. These outcomes were supported by a Tasmanian Government report showing the needs for higher salaries for recruitment and retention of qualified professionals. The Government agreed to a separate Enterprise Agreement for Allied Health Professionals. The actual rates of pay, PSO1-PS04 are as follows: COMPARISON BETWEEN SA GOVERNMENT (PUBLIC SECTOR SALARIED EMPLOYEES) ARBITRATED ENTERPRISE BARGAINING AWARD 2004 and TASMANIAN ALLIED HEALTH PROFESSIONAL INDUSTRIAL AGREEMENT 2005 South Australia 2005 Tasmania 2005 Classification Amount Classification Amount P1.1 $38,985 PSO-1 1 $40,626 P1.2 $41,418 2 $42,312 3 $44,767 P1.3 $44,048 4 $46,990 P1.4 $46,698 5 $49,433 P1.5 $49,334 6 $51,874 Reclassification or promotional level Competency Barrier Level P2.1 $51,977 PSO-2 1 $55,298 P2.2 $54,620 2 $57,413 P2.3 $57,261 3 $59,679 P2.4 $59,909 4 $61,944 P2.5 $62,549 Reclassification or promotional level Promotional level P3.1 $59,909 PSO--3 1 $64,060 P3.2 $62,549 2 $66,024 P3.3 $65,195 3 $67,989 P3.4 $67,195 *MPS-1 $69,501 **P3.5 $68,717 Reclassification or promotional level Promotional level P4.1 $68,717 PSO-4 1 $70,714 2 $72,775 P4.2 $72.242 3 $74,730 P4.3 $74,002

$76,002 In comparing salaries with other States or organisations it is important to note that some of these include recreation leave loading and the 9% compulsory superannuation in their salaries. Through the Enterprise Bargaining process PSA also achieved salary packaging which has the potential to significantly increase take home pay, particularly for health professionals. The PSA/CPSU Australia wide represents the majority of allied health workers employed by Governments. In South Australia there are 50 professional occupations in the PSO stream, Accountants, Auditors and Information Technologists in the ASO stream, plus Dentists, Lawyers and Medical Scientists (all represented by the PSA) paid through the one Arbitrated Enterprise Bargaining Award. Through the Enterprise Bargaining process the PSA has achieved an average 4% annual pay increase over a period of many years. The next round of Enterprise Bargaining is about to commence. The PSA seeks suggestions and active involvement from members in this process. The Government's willingness to pay Nurses and Police higher salaries was not based on which Agreement they were in, but their need to pay more to attract and retain these classifications. 12 weeks paid maternity/adoption leave was also won through arbitration last year. Some of the occupations in the Professional stream of the SA Public Sector Salaried Employees Interim Award (SAPSSE(I) include: Agricultural Scientists Architects Audiologists Biologists Chemists Clinical Psychologists Dietitians Engineers Epidemiologists Fisheries Researchers Forensic Scientists Geologists Guidance Officers Horticulturalists Librarians Microbiologists Nuclear Medicine Technologists Perfusionists Occupational Therapists Optometrist Podiatrists/Chiropodists Pharmacists Physiotherapists Radiographers Social Workers Radiation Therapists Surveyors Scientists Speech Pathologists Zoologists Valuers Veterinary Officers As individual classifications, they would have little bargaining capacity. The PSA believes that salaries should be higher, both through higher pay increases and better progression to higher levels, commensurate with experience and responsibility. The following salary schedule shows the current pay rates for PSO, Medical Scientists and Dentists. The PSA has recently negotiated that 30% for permanent night shift be in the SAPSSE(I) Award, increases in On-Call allowance and all employees recalled to work get paid a minimum of 3 hours overtime. Previously PSO1 and PSO2 were eligible for overtime payments, now PSO3 and above can be paid overtime if they are regularly required to work extra hours.
