MEETS WITH YOUTH JUSTICE DIRECTOR
Vice
President Peter Hewish, Secure Care Worksite Reps and Industrial
Officer Vanessa Ravenhill met with Families SA Youth Justice Director
Julie Gunn on Monday 6 November. A number of issues were discussed
including the motions carried by members at both Secure Care
locations.
Perimeter Patrols at Cavan Secure Care Centre Ms Gunn indicated agreement to the definition of random to mean six patrols per day at varying times within a two hour period, as indicated in correspondence received from the PSA. Further discussions will occur, including the possibility of use of Families SA staff, after the Risk Assessment is released this Friday. PSA will request a copy of the report and ensure there is opportunity provided for members' to provide comments. Suggestions
received from members about further reinforcement of existing fences
will be discussed at the next meeting. It is anticipated another
meeting between PSA reps and Ms Gunn will be held within a fortnight.
There continues to be an ongoing commitment for patrols at night
time and when visitors are in the Centre. Ms
Gunn will issue a statement reinforcing current arrangements to all
staff regarding this matter. A PSA Information Update will be sent
out at this time. PSA reps reported that the presence and support of senior staff was invaluable, particularly when incidents occurred in the Units. The commitment was made to continue to have senior staff on the roster on a Friday, Saturday, Sunday and Public Holidays. The issue of rostering and ongoing support is being covered in the Secure Care Action Plan. Three staff will continue to be rostered each shift. Updates
in Restraint Training continue to be provided by the department. Ms
Gunn explained that the provision of training in use of force,
personal safety and critical incidents will become a part of the
department's commitment to provide appropriate and timely training
and PSA will continue to be consulted in this matter. Replacement of Magill Secure Care Centre PSA
reminded Ms Gunn of written commitments made by previous Labor
Governments regarding the siting of new centres. PSA will formally
address this matter in correspondence. It
was acknowledged that there continues to be delays in the process. The
PSA will write to the department and ask that the working party
be reconvened to discuss any progress in the review. Members are
reminded that any financial difficulties suffered as a result of loss
of wages and/or penalties as a result of this process may be reviewed
by making application to Executive Director Beth Dunning, where the
outcome is no case to answer. Please
