STRONG SUPPORT FOR ENTERPRISE AGREEMENT
24 December 2009 The proposed Parity Enterprise Agreement has been overwhelmingly endorsed. ALLOWANCES 23 December 2009 Various allowances have been increased by 1.4% in accordance with the Consumer Price Index (CPI) for the 4 quarters to September 2009 for South Australia. The new rates are payable from the first pay period on or after the 23rd December 2009. HSU FAILS IN APPLICATION FOR SEPARATE ENTERPRISE AGREEMENT 22 December 2009 The HSU, acting as an agent for a number of employees as it is not registered in the SA Industrial Relations Commission, sought directions from the IRC concerning the composition of the employee group for negotiating purposes under the provisions of the Fair Work Act (SA). The Commission last night dismissed the HSU application. Q FEVER 17 December 2009 Dr Tony Sherbon, Chief Executive Department of Health, has advised the PSA that two SA Pathology (IMVS) staff have contracted Q Fever. Up to 150 staff may now need to be tested. EB BALLOT GOES AHEAD 15 December 2009 The ballot for the Enterprise Agreement is currently under way and will continue. PIRSA CONSULTATION UPDATE 14 December 2009 PSA has met with PIRSA management to discuss the ongoing Biosecurity review, the Flaxley dispute, concerns raised about the possible closure of some country offices and the 2009 Enterprise Bargaining offer. EB 2009 UPDATE 11 December 2009 A further Enterprise Bargaining meeting was held with Government representatives today. WORKSITE REPRESENTATIVES ENDORSE GOVERNMENT EB OFFER 10 December 2009 PSA Worksite Representatives have been briefed on the Government's EB offer. SHARED SERVICES UNREASONABLE WORKLOADS 9 December 2009 Shared Services Payroll Team members are continuing to experience unreasonable workloads. EB 2009 (PARITY) - GOVERNMENT OFFER 8 December 2009 The PSA has received an Enterprise Bargaining offer from Government. MEMBERS DISADVANTAGED BY SA DENTAL SERVICE TRAVEL POLICY 3 December 2009 The PSA is very concerned that SADS members, especially in country areas, are being disadvantaged by being asked to travel to clinics, other than those that they were first appointed to. UNREASONABLE WORKLOADS ARE UNACCEPTABLE 2 December 2009 On Tuesday, 1 December, Shared Services Payroll members who are located at Wakefield House participated in a stop work meeting. FAMILIES SA CRISIS RESPONSE UNIT TAKES INDUSTRIAL ACTION - UPDATE 26 November 2009 PSA members at Elizabeth District Centre met on Monday 23 November 2009 to consider the response received from the Department on 17 November concerning members industrial action. PSA PUTS PIRSA IN DISPUTE 25 November 2009 Recently the PSA became aware of an article in The Courier newspaper regarding the future of the Dairy at the Flaxley Research Centre. SELECT COMMITTEE ON FAMILIES SA REPORT 24 November 2009 The final report of the Select Committee on Families SA has now been tabled in Parliament. PSA MEETING WITH OPPOSITION LEADER 23 November 2009 Senior PSA officials met with Opposition Leader Isobel redmond on Wednesday 18 November. LAND SERVICES GROUP CONSULTATION 23 November 2009 Public Service Association (PSA) Councillor Peter Reilly and PSA Industrial Officer Jean-Guy Townsend attended the Land Services Group (LSG) Consultative Committee on 11 November 2009. EB 2009 UPDATE 17 November 2009 A further meeting with Government representatives took place today regarding Enterprise Bargaining. FAMILIES SA - C3MS IMPLEMENTATION 13 November 2009 Members at Families SA Crisis Response Unit met on Thursday 12 November to discuss the C3MS implementation. A TRIBUNAL WIN FOR MEMBERS 13 November 2009 The PSA has won a hugely significant victory for 34 Families SA Transitional Accommodation OPS2 Youth Support Workers. INAPPROPRIATE BEHAVIOUR 13 November 2009 During the last few months the PSA has had an increase in allegations of inappropriate behaviour in the Courts Administration Authority. PSA RESPONDS TO ATTACK ON PUBLIC SECTOR 12 November 2009 Many members have complained about a recent negative article in the media that attacked public sector workers. PUBLIC SECTOR UNDER ATTACK AGAIN 9 November 2009 A predictable Advertiser headline "PS Warned: It is time to shape up" followed Minister Jay Weatherill's media statement "Raising the Bar Across the Public Sector" FAMILIES SA CRISIS RESPONSE TO C3MS 2 November 2009 PSA members at Crisis Response Unit met on Friday 30 October 2009 to discuss the latest developments to the implementation of C3MS and to review their industrial bans. MINDA COLLECTIVE AGREEMENT 2 November 2009 Minda management have written to the PSA advising they are now in a position to commence negotiations towards the Minda Incorporated Enterprise Agreement No. 7. ALLOWANCES AND TRAINEE WAGE INCREASE 2 November 2009 As a result of the State Wage Case decision, to increase award rates of pay for adults by $14 per week (an increase of 2.56% to the minimum wage) from 1st full pay period on or after 1st October 2009, government trainees will receive a pay rise and many allowances for PSA members will increase by 2.297% from the same date. This was a successful outcome, advocated by the unions when compared with the Federal decision by the Fair Work Commission which maintained the minimum wage i.e. there was no increase in the Federal sphere. PROPOSED SERVICE MODEL REFORM FOR AMBULATORY & PRIMARY HEALTH CARE 30 October 2009 PSA Industrial Officer Margie Lindley has attended several meetings over the past few weeks meeting members to discuss their concerns with the current reform process. SHARED SERVICES SA PAYROLL MANAGEMENT STRUCTURAL REVIEW - OCTOBER 2009 29 October 2009 The PSA has recently been advised by Mr Damian Bourke, Executive Director, Shared Services SA of the outcome of the Structures Review Payroll Management within Shared Services SA. ENVIRONMENT AND HERITAGE COMPETENCY BASED JOB DESIGN 28 October 2009 The PSA has been advised that the Department for Environment and Heritage is proposing to implement outcome and competency based job design during 2009/10. FAMILIES SA ELIZABETH MEMBERS TAKE INDUSTRIAL ACTION 22 October 2009 PSA members at Families SA Elizabeth District Centre met on Wednesday 21 October 2009 to discuss the implementation of the Connected Client and Case Management System (C3MS). FAMILIES SA WORKING PARTY MEETS 22 October 2009 PSA members with Industrial Officer Vanessa Ravenhill met with Department of Families and Communities representatives on Wednesday 21 October 2009 to address issues raised by members implementing the C3MS system. EB 2009 NEGOTIATIONS CONTINUE 21 October 2009 The formal process for negotiating a new Enterprise Agreement continued today with a further meeting occurring with Government representatives. MAGILL REPLACEMENT 20 October 2009 PSA General secretary Jan McMahon and Chief Industrial Officer Peter Christopher recently toured the Magill Training Centre and met with members to discuss the new proposal to build a new secure care facility to replace Magill Youth Training Centre. MEDICAL CERTIFICATES AND SICK LEAVE 20 October 2009 The PSA met with DFC representatives to discuss the latest written directive to members at Magill Training Centre to supply a medical certificate for ANY absence from work. "IT'S YOUR HOUSE, DON'T LET ANYONE TAKE IT AWAY" 16 October 2009 The State Government's proposed Referendum on the role of the Upper House, the Legislative Council, will not proceed. FAMILIES SA CRISIS RESPONSE UNIT BANS - FURTHER MEETING 16 October 2009 PSA members in Families SA Crisis Response Unit met on Thursday 15 October 2009 to discuss the response to the PSA letter of 8 October MODBURY HOSPITAL INDUSTRIAL LIAISON FORUM 16 October 2009 The PSA attended the bi-monthly meeting with Modbury Hospital Management on Wednesday 30 September 2009 and was represented by PSA Industrial Officer Margie Lindley. PSA MEMBERS SECURE EXTRA RESOURCES FOR OFFICE OF PUBLIC ADVOCATE 16 October 2009 PSA members commenced industrial action on 3 March 2009 so that strategies to address workload issues and staffing numbers are developed. REALIGNMENT OF CLINICAL SERVICES 12 October 2009 The PSA has received information regarding the realignment of clinical services at Southern Adelaide Health Service. FAMILIES SA CRISIS RESPONSE UNIT INDUSTRIAL ACTION 10 October 2009 PSA members in Families SA Crisis Response Unit met on Wednesday 7 October 2009 to discuss the implementation of C3MS (electronic case management system). MINDA INDUSTRIAL LIAISON COMMITTEE 10 October 2009 PSA recently attended the Minda Incorporated Industrial Liaison Committee meeting. DRAFT ALLIED HEALTH CLINICAL SUPPORT FRAMEWORK 8 October 2009 The PSA recently met with Country Health SA (CHSA) in relation to the draft Allied Health Clinical Support Framework. MAGILL INDUSTRIAL ACTION TO CONTINUE 6 October 2009 PSA members from the Magill Training Centre met on 28 September 2009 to discuss the unfair treatment of a member. ENTERPRISE BARGAINING 2009 - PSA MEETS WITH GOVERNMENT 30 September 2009 The formal process for negotiating a new Enterprise Agreement started today with the first meeting occurring with Government representatives. UNIVERSITY ENTERPRISE BARGAINING UPDATE No. 10 25 September 2009 The unions involved in the Enterprise Bargaining negotiations in South Australian Universities are frustrated with the slow pace of bargaining. SA HEALTH RESPECTFUL BEHAVIOURS COMMITTEE DRAFT POLICY 25 September 2009 As advised previously, the PSA was a member of the Safe Conduct and Respectful Behaviours Taskforce established last year by Minister Hill. SINGLE SERVICE SYSTEM FOR PAEDIATRIC SPEECH PATHOLOGY SERVICES 25 September 2009 The PSA was formally advised by Department of Education and Children's Services of the proposal to develop a Statewide Paediatric Speech Pathology Service. NOVITA TRANSITION OF PAY AND CONDITIONS 25 September 2009 The PSA attended an urgent meeting with Novita management to seek resolution of concerns arising as a result of the governance structure changing to a Company Limited by Guarantee. FAMILIES SA C3MS ROLLOUT 25 September 2009 The PSA has been contacted by members on numerous occasions, raising concerns about the rollout of C3MS in District Centres. RECLASSIFICATION OF DENTAL THERAPISTS AND HYGIENISTS 24 September 2009 The PSA has been successful in gaining reclassifications for Public Dental Therapists and Dental Hygienists from 1st July 2009. MAGILL TO BE REPLACED 24 September 2009 In a major announcement Premier Rann has announced that the Magill Training Centre will be replaced by a 60-bed $67 million facility on Goldsborough Road at Cavan. ENTERPRISE BARGAINING 2009 - PSA "PARITY" CLAIM 22 September 2009 A notice of claim has been served by PSA, with formal negotiations scheduled to commence on 20 September 2009. TRAFFIC CAMERA UNIT LIAISON MEETING 22 September 2009 The PSA attended a recent liaison meeting with the manager of Traffic Camera Unit. COMMUNITY MENTAL HEALTH TRANSITION 21 September 2009 The Public Service Association (PSA) is participating in a series of consultative working groups that have been established in order to implement the recommendations arising from the Community Mental Health Services Review 2008 and the Stepping Up Report for adult mental health services. FUTURE OF SPEECH PATHOLOGY SERVICES 2010 21 September 2009 The Public Service Association (PSA) met with DECS on Wednesday 16 September 2009, regarding PSA issues about the future of SA Government Paediatrics Speech Pathology Service in South Australia from 2010. EDUCATION ARBITRATION UPDATE 21 September 2009 The PSA Legal Council made its opening submission on behalf of SSO, ECW and AEW members in the Industrial Commission proceedings today, Friday 18th September, 2009. POLICE VOLUNTEER PROGRAM 17 September 2009 On the 15th September the PSA received confirmation from SAPOL that the Police Volunteer Program would be trialled at Holden Hill and Golden Grove Police Stations. REVIEW OF HOSPITAL MANAGEMENT STRUCTURES 16 September 2009 Staff forums have now been arranged to discuss the possible changes to the management structures of both Hampstead and St Margaret's Hospitals. PSA MEETING OVER STURT STREET COURT 16 September 2009 On Friday 11 September, PSA Industrial Officer Keith Knipe and three PSA Sherrifs Officers Worksite Representatives met with Courts Administrative Authority management to discuss staffing levels, security procedures and operational procedures. INDUSTRIAL ACTION AT UNIVERSITY OF SA 14 September 2009 The NTEU have advised that industrial action by their members will commence with a 24 hour strike on Wednesday 16 September 2009. RURAL AND REMOTE MENTAL HEALTH SERVICE TRANSFERS TO COUNTRY HEALTH SA 14 September 2009 The PSA has received advice from Country Health SA (CHSA) of the transfer of the operational management of the Rural and Remote Mental Health Service from the Central Northern Adelaide Health Service to CHSA. PROPOSED SERVICE MODEL REFORM FOR AMBULATORY SERVICES 14 September 2009 The PSA has recently been advised that the Strategic Functional Consolidation for Ambulatory and Primary Health Care Services is now established. TRANSFER OF POSITIONS TO DEPARTMENT OF HEALTH 10 September 2009 The PSA has received written notification from the Executive Director, Drug and Alcohol Services South Australia (DASSA) regarding the proposed transfer of five positions from the Therapeutic Goods component of Pharmaceutical Services within DASSA to Public Health and Clinical Co-ordination within the Department of Health. INDUSTRIAL ACTION AT THE 3 SOUTH AUSTRALIAN UNIVERSITIES 9 September 2009 Industrial action by NTEU members will commence with a 24 hour strike on Wednesday 16th September 2009. DRAFT SOUTH AUSTRALIAN PUBLIC HEALTH BILL 2009 9 September 2009 The PSA is a key stakeholder in state health services has been provided with a draft copy of the South Australian Public Health Bill 2009 by the Minister for Health. HAMPSTEAD REHABILITATION CENTRE REVIEW OF MANAGEMENT STRUCTURES 9 September 2009 The PSA has received notification from the CNAHS Regional Leadership Team (RLT) that it is seeking to review the management structures of Hampstead Rehabilitation Centre and St Margaret's Hospital in order to improve reporting relationships with their host hospitals thereby assisting the organisation to achieve its goals under the SA Health Plan. IMPLEMENTATION OF PATIENT FOCUSSED BOOKING 26 August 2009 The Public Service Association has received documentation from the General Manager, Royal Adelaide Hospital informing them of the proposal to implement Patient Focussed Booking (PFB) in all Outpatient Departments within Functional Services at the Royal Adelaide Hospital from August 2009 with the aim for completion in all areas by 1st November 2009. SHARED SERVICES SA WORKFORCE CONSULTATIVE COMMITTEE 24 August 2009 The purpose of the Workforce Consultative Committee is to provide a consultative forum between Shared Services SA Management and the PSA as the recognised Union within Shared Services SA. CHILDREN YOUTH & WOMEN'S HEALTH SERVICE RESTRUCTURE 20 August 2009 The PSA has received a letter from the Women's and Children's Hospital advising that a number of PSA members working in Disability Services will be affected by an organisational restructure. CENTRAL NORTHERN ADELAIDE HEALTH SERVICE HIGHER DUTIES ALLOWANCE 20 August 2009 The PSA has recently been advised by members that the Central Northern Adelaide Health Service is implementing a "CNAHS Savings Strategy" by increasing the requirement before being paid Higher Duties Allowance to over 3 weeks. EDUCATION ARBITRATION CASE 19 August 2009 The Education Arbitration case commenced on Monday 3rd August where opening submissions by the AEU were heard. TEA BREAKS FOR ALL SCHOOL STAFF 19 August 2009 DECS has reissued a circular in relation to tea breaks for School staff. SA WATER POLICY REVIEWS 19 August 2009 SA Water wrote to the PSA and confirmed the introduction of two policies that directly affect the day to day working life of all SA Water employees. MINDA INDUSTRIAL LIAISON COMMITTEE 19 August 2009 PSA recently attended a Minda Industrial Liaison Committee meeting. ENTERPRISE BARGAINING 2009 17 August 2009 The South Australian Government Wages Parity (Salaried) Enterprise Agreement expires on 21 December 2009. UNIVERSITY ENTERPRISE BARGAINING UPDATE No.7 14 August 2009 It should be noted that negotiations at Flinders University and the University of Adelaide have been constructive and positive. REDUCTION OF PUBLIC SECTOR SERVICES 13 August 2009 The State Government has announced its intention to cut 1600 Public Sector jobs, with 1200 of these to occur in 2009/2010. GLENSIDE REDEVELOPMENT CONSULTATION PROCESS 3 August 2009 On Wednesday 29 July, PSA Industrial Officer Sue Cummins and Worksite Representatives from Glenside Campus met with management to commence the consultation process on Workforce Planning for transition to the Glenside Redevelopment. TAFE SA SOUTH EDUCATIONAL ADMIN REVIEW 3 August 2009 The PSA is currently representing members through the grievance process. UNIVERSITY ENTERPRISE BARGAINING REPORT NO. 5 29 July 2009 UniSA members are to meet on Thursday 30 July to receive feedback on developments in bargaining to date. Meetings have already been held at Flinders University and the University of Adelaide. TRANSITION OF HEALTH EMPLOYEES - SHARED SERVICES 28 July 2009 The PSA has received advice regarding the independent review of classification levels for transitioning SA Health employees to Shared Services. REVIEW OF STERILISATION AND REPROCESSING IN SA HOSPITALS 23 July 2009 The PSA has received advice of Department of Health plans to undertake a review of sterilisation and reprocessing in all public metropolitan and country hospitals in South Australia. SCHOOL SERVICES OFFICERS MORNING TEA BREAKS 23 July 2009 The PSA met with DECS management recently with concerns about how schools are implementing the policy for tea breaks after receiving many calls from PSA members about this issue. PUBLIC SECTOR BILL - MINISTER'S ACTIONS BIZARRE 16 June 2009 The Adelaide Advertiser today has reported that following significant changes to the Public Sector Bill in the Upper House, Government has written to business leaders in an attempt to pressure the Liberal Opposition to change its position. UNIONS SUPPORT BUSHFIRE VICTIMS 10 February 2009 The Community and Public Sector Union - State Public Services Federation (SPSF) wishes to express condolences at the tragic loss of lives in the Victorian bushfires. The SPSF has pledged $20,000 to the national appeal for the victims of the bushfires. PROTECT YOUR HEALTH 29 January 2009 The PSA is receiving many queries from its members regarding exposure to heat and working in the current heat wave. The two main issues are exposure to Ultra-Violet B radiation and exposure to heat. The PSA has provided some general advice for members. Worksite Representatives were also provided an update on the Public Sector Bill which was tabled in State Parliament late last year. It is anticipated that debate on the Bill will occur in February 2009 when Parliament resumes. ASSET SALE - WALKERVILLE 16 January 2009 The PSA has received confirmation from DTEI that State Cabinet has given approval for the sale of the premises at Walkerville. CHILD PROTECTION MATTERS 15 January 2009 PSA Families SA Worksite Representatives met on 13th January 2009 to discuss the current state of Child Protection in South Australia. PAY DELAY 15 January 2009 This morning the PSA was contacted by the Executive Director, Shared Services SA to be advised of the delay in the payment of salaries for 700 country health employees. SERVICE SA CUSTOMER SERVICE CENTRE DISPUTE 8 January 2009 The PSA is concerned that DTEI is failing to abide its obligations to maintain a safe and healthy workplace for PSA members employed in Service SA Customer Service Centre Branch Offices. CAVAN YOUTH TRAINING CENTRE SAFETY AND SECURITY ISSUES 8 January 2009 PSA members met to discuss safety and security issues on 1 January at the Cavan Youth Training Centre.
