DECS BUDGET CUTS - WHAT IS ON THE CHOPPING BLOCK
The Department has commenced consultation with unions and other interested groups on strategies to implement budget cuts coming from the 2006 budget.

1. WORKCOVER
The Department propose to implement strategies to reduce Workcover claims and improve the return to work process.  Several aspects of the Workcover system are being analysed. There is also a suggestion that Schools may be required to be responsible for all workcover claims originating in their worksites.  This is a complex matter and further investigations will occur before final decisions are made.

2.    SURPLUS TEACHERS
Current arrangements for the employment and placement of permanent teachers results in a number of unplaced permanent teachers.  There are proposals being considered to provide compulsory re-training and change the current travel restrictions to provide savings by reducing the number of unplaced teachers.

3.    ENERGY AND WATER
DECS has established savings targets for schools to reduce both power and water usage.  Consideration is being given to strategies that will encourage schools to meet the targets.  The overall plan is to reduce energy use by 25% using 2001 as the base year.
4.    SCHOOLS SAVINGS
Schools will be able to continue to save money for major projects and infrastructure. However, interest paid from saving other money not specifically identified for such projects will be returned to DECS for re-allocation.  Exemptions to this would include bequests, scholarships and fund-raising.

5.    SMALL PROGRAMS
Each year DECS fund a number of small programs to compliment learning and community programs.  This funding is to be reduced with programs such as "Be Active - Lets Go" ceasing altogether.
6.    STATE AND DISTRICT OFFICE
These areas are also required to make savings with proposals to reduce District Support Officers and Site Physical Resources Staff, reduce access to Government vehicles and remove of a Learning Band Co-ordinator in each district.

7.    EFFICIENCY DIVIDEND
Each area of the Department is being required to determine what measures can be put in place to reduce costs.  Printing was an item that was identified as something that could be reduced further.
