HEALTH SHARED PAYROLL SERVICE PLACED ON HOLD!

The PSA received a response on 22 May 2007 from Dr Tony Sherbon, Chief Executive of the Department of Health advising that the preliminary investigation into the potential to establish a shared payroll service for Health Portfolio Agencies has now been suspended pending consideration of a broader proposal to establish a shared payroll service for most of the agencies using the CHRIS Human Resource Management System. This proposal will be addressed as part of the whole-of-Government shared service initiative being managed by the Shared Service Reform Office (SSRO).

The PSA is meeting regularly with the SSRO through the Workforce Consultative Group and is using that forum to discuss the payroll and other initiatives.

The PSA Health Pay Officers Committee meets regularly on a monthly basis. The next meeting scheduled is on Thursday 21 June 2007 at 3 pm, at the PSA. Members who are interested in joining the PSA Pay Officers Committee please email Industrial Officer Sue Cummins on sc@cpsu.asn.au . Telephone link up facilities are available for those Pay Officers unable to travel into the city.

The PSA is formulating a submission to SSRO detailing concerns raised by the PSA Health Pay Officers Committee. Some of the concerns that the PSA raised with the Department of Health regarding the establishment of a Shared Payroll Service within the Health Portfolio were:

  1. The Social Economic factors in the country regions. Even though payroll employees are small in number, it is recognised that any decrease in the population due to transferring of employment does have an adverse effect on the whole country community.

  1. The potential loss of experienced Pay Officers in the State Government due to staff's inability to move to the CBD.

  1. The logistics on how Shared Services is to be implemented and managed across the state.

  2. What provisions would be available for employees for the “first point of contact” when dealing with their inquiry.
