Australian metropolitan hospital's efficiency and performance
review.
The
review is to focus on the efficiency and performance of metropolitan
hospitals and develop recommendations. The hospitals to be included
in the review will be Repatriation General Hospital (RGH), Royal
Adelaide Hospital (RAH), Lyell McEwin Hospital (LMHS), The Queen
Elizabeth Hospital (TQEH). It is expected that the review will be
completed within 5 months. Paxton Partners Pty Ltd have been
engaged to undertake the review. PSA proposed an initial meeting
with Paxton Partners. This was agreed by the Acting Chief Executive
and will be scheduled shortly.

Shared
Services
The
Shared Services Reform office is currently undertaking a discovery
project for payroll, accounts, accounts receivable. PSA is currently
in the
process
of undertaking scheduled meetings of members within various work
locations. PSA understands that transitional arrangements for some
shared services may take place January 2008.

Professional
Officers and Medical Scientists Level 1 progression to 7th
increment on 1 October 2007
The
SA Government Wages Parity (Salaried) Enterprise Agreement 2006
created new Professional Officers and Medical Scientists structures.
The intention of the parties to the EA was that progression
occurred per normal annual incremental progression. The PSA advised
that it is important that health units payroll services are advised
in sufficient time, prior to 1 October 2007 that PO1-6/MeS1-6 has
been assessed for progression to PO1-7/MeS1-7, so that payment
occurs promptly on the due date.

Enterprise
Agreement pay increase 1 October 2007
PSA
sought assurances that DOH has prepared all health unit payroll
services for the Enterprise Agreement pay increase on first pay
period on or after 1 October 2007. The Department confirmed that
the new rates had been placed in the pay system and that a notice of
advice would be forwarded to health units shortly.

Classification
Review Panels
PSA
expects that at least one of the DOH nominees should have experience
of the discipline similar to PSM Act for membership of
classification review panels. As the application of classification
criteria for the SAPSSE(I) award and PO's in the EA should be
consistent across the Public Sector, PSA would like to see nominees
from both PSM Act panels and DOH panels serve on both panels.

Secondments
both within the health sector and with PSM Act and other Statutory
Authorities
PSA
previously had an in principle agreement with the Chief Executive of
Health and CPE that secondments should be encouraged. Members are
in a career within the public sector where advancement is expected
and encouraged however, some local managers and Chief Executive
Officers do not encourage. The PSA also notes that there is a
difference in who is allowed secondment. Often higher level
positions are approved whilst others are not. The PSA sought a firm
policy direction on this issue.
