PSA LODGES DISPUTE
MENTAL HEALTH TEAM LEADERS UNDER-CLASSIFIED

The PSA has lodged a dispute with Central Northern Adelaide Health Service (CNAHS), regarding the under-classification of the multi-classified Mental Health Team Leader positions.

In 2006, the PSA wrote to CNAHS advising of the PSA's considered assessment that Team Leaders should be PSO-4 as requested. There was a disparity of classification levels within the different regional health services. The PSA's professional assessment was that there had been an increase in responsibility and the work values equate to the then PSO-4.  CNAHS agreed to review these classifications and a working group of Team Leaders was established to update the Job & Person Specification of the Team Leader positions. The review did not commence until early 2007.

Now with the classification of newly created Team Leader positions within CNAHS being PO-4/RN3B and the recent advertisement of the Eastern ACIS Team Leader position still at the old classification of PO-3/RN3B, the PSA believed an urgent meeting needed to be convened to finally resolve the matter of the classification level of the Team Leader positions with CNAHS.  Management have made no commitment to meet with the PSA to resolve this issue. The PSA requested that CNAHS withdraw from call the advertisement until such time as the matter was resolved.  CNAHS advised that the Team Leader position is currently classified correctly at the PO-3 level and the review of this position has not resulted in a change to its classification.  Therefore, it will not be withdrawn from call.

The PSA has had no option but to lodge a dispute, as there has been no consultation as to the outcome of the Team Leader Classification Review. The status quo must remain until the dispute is resolved, therefore, the selection process will not proceed at this time.

The PSA will keep members informed as to the outcome of this dispute.
