SHARED SERVICES UPDATE

PSA General Secretary Jan McMahon, President Lindsay Oxlad, Chief Industrial Officer Peter Christopher and Industrial Officer Josie Barbaro met with representatives from the Department of Treasury and Finance (DTF) and Shared Services SA (SSSA), on Wednesday 16th January 2008. The PSA tabled an extensive list of outstanding concerns, including
    • Issues for Health Employees - including Salary Sacrifice issues and impact of transition on staff working across positions.

    • No Disadvantage commitment for affected staff - relating to increased travel time and costs, childcare, gym membership, career paths, and maintaining existing entitlements including saved clauses in current Enterprise Bargaining Agreement.

    • Business Continuity Planning - including Risk Management Assessment, contingency plans, career paths and the need for new structures to be identified prior to transition, including new reporting lines.

    • Regional Issues – including work to be undertaken by staff not transferring, retraining, incentives for those who relocate, including guaranteed minimum employment period following restructure, impact on regional communities.

    • Transfer of Metropolitan staff - No forced relocation, full reimbursement of any costs incurred.

    • Human Resources (including Terms and Conditions) and Regional Principles - including assessment of any impact of Public Sector Bill 2008. Agreement on these documents is necessary prior to transition.

PSA representatives also met with the SSSA Workforce Consultative Group (WCG) on Tuesday 15th January 2008 to discuss operational issues associated with Shared Services. The PSA was advised an independent OHS&W audit has been completed for Westpac House with the report expected later this month. The PSA has also indicated it will conduct its own OHS&W inspection. Work is also being done to progress Wakefield House as a second site. SSSA gave an undertaking to the PSA to seek approval from the Government Office Accommodation Committee to ensure appropriate guidelines and policies are met. An induction program is being developed for staff.

Given the time lines Government representatives have previously advised for Group 1 employees scheduled to move late February, it is unacceptable that so many outstanding issues remain. There will be a meeting of PSA worksite representatives on Monday 21st January at 12:15 at the PSA, and a regional phone link up later at 2pm. PSA members will discuss these issues and appropriate responses.
