CONCERN REGARDING DTF HR PRACTICES

The PSA has written to the Under Treasurer, Mr Jim Wright, expressing concern at certain Human Resource decisions which the PSA considers result in Treasury & Finance employees having reduced conditions of employment when compared with other Public Sector agencies and Health units.

The decisions are related to applications for:-

  • study leave

  • leave without pay

  • special leave with pay

  • voluntary flexible working arrangements (VFWA's)

  • conversion to part time

  • consideration given to part time employees

Based on concerns raised by PSA members, PSA considers that adverse decisions are resulting in a relatively lesser condition of service for Treasury & Finance employees.

The PSA has requested a meeting with Mr Wright to discuss these concerns.

The PSA would appreciate additional information from our members in Treasury & Finance advising both of any concerns and also examples or instances when requests have been approved.

It is important for the PSA to present a balanced view. Mostly, information PSA receives, comes from members who are aggrieved.

The PSA, as well as having concerns for current Treasury & Finance members, is concerned that members coming from other areas, into Shared Services, will find conditions less than previously experienced.

The PSA insists that all Public Sector employees are treated “fairly and consistently and not subjected to arbitrary or capricious administrative decisions” as per the PSM Act. This should mean consistency throughout the Public Sector of decisions affecting employees.
