MEAL ALLOWANCE INCREASES

The following meal allowances and incidentals have been increased from the first pay period on or after 23 December 2007 in the SA Public Sector Salaried Employees (Interim) Award (SAPSSEI).  The previous rates are shown in brackets.

Clause 8.2 Travelling Allowance and Expenses.
Allowances are amounts paid to cover anticipated costs or as a compensation for conditions for employment.  They are not a reimbursement as they are not exact compensation for the expense incurred.  Tax invoices or receipts are not required.

Allowances for meals and incidentals
(a)    Travel within South Australia

    (i)    Where absent overnight:
            Breakfast        $14.90    ($14.70)
            Lunch            $14.90    ($14.70)   
            Dinner            $30.65    ($30.25)
            Incidentals        $6.20    ($6.10)

    (ii)    Where not absent from headquarters overnight:
            Breakfast        $12.90    ($12.70)
            Dinner            $18.40    ($18.15)

(b)    Interstate Travel

    (i)    For capital cities and Alice Springs – meals and incidentals:
            Breakfast        $19.40    ($19.15)
            Lunch            $19.40    ($19.15)
            Dinner            $35.55    ($35.05)
            Incidentals        $10.25    ($10.10)

    (ii)    Interstate – Other than capital cities and Alice Springs:
            Breakfast        $14.70    ($14.50)
            Lunch            $14.70    ($14.50
            Dinner            $30.20    ($29.80)
            Incidentals        $10.25    ($10.10)

Clause 8.6 Incidental Expense Allowance for Employees - Attending Residential Management Programmes
8.6.1    An incidentals expense allowance of $21.60 per (course) day will be paid to                     employees attending Residential Management Programmes of more than two                 weeks' duration.

8.6.2    Employees attending Residential Management Programmes conducted over a                 period of  two weeks or less will be paid an incidentals expense allowance of                 $10.35 ($10.15) per (course) day.

5.3.1.2 Any employee, who by direction of the employer, commences duty two hours or            more before, and/or ceases duty two hours or more after the employee's normal               time of commencement or cessation of duty, where such additional duty                            necessitates taking a meal away from the employee's place of residence, is to be            paid an allowance for the meal at the rate of $14.15 ($13.95) for an evening meal,            and at the rate of $9.85 ($9.70) for any other meal.

5.3.1.3 Any employee, who by direction of the employer, is required to perform duty                     extending beyond a meal break on a Saturday, Sunday or Public Holiday on                     which the employee would not normally be required, and who is not entitled to                 payment for that meal break, is to be paid an allowance for each meal                             necessarily taken away from the employee's place of residence at the rate of                 $14.15 ($13.95) for an evening meal and at the rate of $9.85 ($9.70) for any other             meal.  However, the employee is not to be paid meal allowances for Saturday,                 Sunday or Public Holiday work that is a normal feature of the employee's                         employment.

5.3.1.4  The meal allowance 5.3.1.2 and 5.3.1.3 will not apply where an agency supplies             a meal (without charge) to an employee.  Where an agency supplies a meal for             which a charge is made the meal allowance payable to the employees must not             exceed the amount charged by the agency for that meal.

5.3.1.5  Meal allowances are to be paid in addition to any payment for overtime.

These amounts were increased in line with the Consumer Price Index (CPI) for the four quarters ending in October 2007.  This was 1.4% for South Australia and 1.9% for Interstate.  This was foreshadowed in PSA Brief “Allowances Increased” of 4 December 2007 which advised the increases to other allowances from 1 October 2007.

The amounts for Meal Allowances and Incidentals are in the Commissioner's Standards 3.2, DH (SAHC Act and IMVS Act) HR Manual, the Medical Scientist (South Australian Public Sector) Award, Clause 5.3 and 5.4. and the SA Public Sector Salaried Employees (Interim) Award (SAPSSEI) at clauses 8.2, 8.5, 8.6, 8.7 and 5.3.1.

Due to technical problems the minutes for the increases to the SAPSSEI Award were not settled until 1 May 2008.  The Department of Premier and Cabinet does not authorise the new rates until the minutes have been settled.

Allowances are a condition of employment and your management is required to pay these, where possible, in advance.  Any back pay owing should also be paid.
