GLENSIDE CAMPUS TRANSITION CONSULTATIVE SUB-COMMITTEE

On Friday 27 June, 2008, the Public Service Association (PSA) Industrial Officer, Sue Cummins, and PSA Representatives Alan Moore, Margaret Ascione, Andrew Livingstone and De-Anne Deane, attended the Glenside Campus Transition Consultative Sub-Committee of the CNAHS Mental Health Industrial Relations Forum.

The following key agenda items were discussed.

  • ROLE OF THE SUB-COMMITTEE - This sub-committee has been established to develop transitional arrangements prior to the move to the new building. Services on Glenside Campus are also 'in scope' for this group. Services already off site are not effected at this stage (eg forensic). Consultation on the move to the new building will be a separate process.

  • DRAFT TERMS OF REFERENCE – The draft Terms of Reference for the Glenside Campus Transition Consultative Sub-Committee were tabled and further developed. They are now being re-drafted.

  • VACANT BUILDINGS TO BE RE-COMMISSIONED - The PSA is particularly concerned about the 'state of repair' and risk factors of the buildings that are being re-commissioned for the Transition Phase to the new facility at Glenside Campus. Therefore, OH&S will be a standard agenda item. Management stated that they are already in discussions with the Major Projects Unit in relation to the matters of OH&S, risk assessments and security concerns for clients and staff.

  • DRAFT HUMAN RESOURCE PRINCIPLES - The draft Human Resource Principles for the Glenside Transition Relocation Process were discussed. These are now being re-drafted to reflect changes agreed by the sub-committee. A number of the corporate services will be required to move off site and the PSA is concerned about the 'Change of Location' Clause and further discussions are required. Once this draft is agreed, in principle, it will be sent out for staff consultation.

  • DRAFT RELOCATION PROCESS - A draft Relocation Process was tabled for discussion at the next meeting. Included in this process the setting up of staff focus groups in each affected area. (eg Rural & Remote, Cleland, Brentwood (ICU), Helen Mayo House, Rehabilitation Services, and other stand alone areas (eg Pharmacy, Canteen, Art and Music Therapy).

  • TRANSITION COMPLETION DATE - Transitional moves are anticipated to be completed by March 2009.

  • OPEN PLAN OFFICES - Concerns were raised about the accommodation/office arrangements in the new facility. New open plan office arrangements may be based on those to apply at “The Marj”, which is a concern to staff.

  • NEW MODELS OF CARE - Models of Care for the new facility should be released shortly and the planned completion date is planned 2011.

A PSA members meeting is being organised for late July, prior to the next scheduled Glenside Transition Sub-Committee meeting, date and time to be advised.
