ENVIRONMENT AND HERITAGE CONDITIONS OF EMPLOYMENT
The Public Service Association (PSA) has been made aware of the intentions of the Department for Environment and Heritage (DEH) to consider alterations to the terms and conditions of members employed as Park Rangers. It is understood that DEH is considering transitioning the Park Ranger positions from Operational Services Stream into the Professional Officers stream. In order to ensure the best outcomes of such transition, it is essential that members are actively engaged and consulted in regard to transitional provisions. Currently DEH Regional Conservation is also considering increased mobility of Rangers and the introduction and increased usage of pre-employment Police checks, medical checks and drug screening. Recent changes to WorkCover legislation has also forced employees to undergo a re-evaluation of the nature of their work. Due to the severe erosion of employees entitlements, the PSA is encouraging members to minimise the risk associated with various roles and responsibilities. It is evident that DEH employees in the field may be exposed to unreasonable levels of now uncompensated risk. The PSA strongly urges members to not exacerbate risk by attending or interacting with the public on a stand alone basis, and to not intervene in cases of public disturbance, incidence or non-compliance when conducting field work. It must also be considered that when responding to emergency incidents, that should any considerable injury occur, members are no longer satisfactorily covered. The PSA has also been requested to 'consult' on key documents that may affect terms and conditions of employment. In order to effectively consult on these important issues and documents the PSA requires input from those directly affected. The PSA encourages members to take an active role and recognises that WorkSite Representatives are essential for effective consultation within the workplace.
