CENTRAL NORTHERN ADELAIDE HEALTH SERVICE - INDUSTRIAL LIAISON FORUM

On Thursday 28 August 2008, the Central Northern Adelaide Health Service (CNAHS) Industrial Liaison Forum (ILF) was held. The following are the key agenda items emanating from the meeting:

Shared Services

The Shared Services Office is still yet to confirm the exact dates in November and December for transition for those in scope health members.

Briefing sessions have been occurring for those staff involved and are expected to continue up until transition has occurred.

Many of the staff not being transitioned feel that they have not been kept informed. CNAHS is therefore looking at strategies for better communication about the changes that are due to commence. There has been suggestions for staff forums to inform all staff of the major changes, in particular the implications of having no payroll and finance on site.

There is still much work to be completed prior to the transition. It is imperative that service delivery designs ensure an adequate response so that staff are paid on time.

PSA is currently undertaking a campaign to assist those staff who are financially disadvantaged by the transition to shared services. A meeting is being held on Shared Services at the PSA on 19th September at 12:30pm to discuss the industrial issues and ways forward.

SA Health performance review and Development Policy

The draft policy intends to provide an integrated

framework to support the performance development of all employees.

This has been tabled at the Department of Health Industrial Liaison Committee meeting in August for feedback and discussion.

One month's consultation process is currently being undertaken. Feedback is required by 26 September 2008. The draft policy may be found on the Department of Health website.

Annual Leave Procedure

A new annual leave procedures document is currently being drafted by management which will set out all relevant information for employees. The PSA are being consulted and will make comment on the document in the near future. It is planned by management that the document will be implemented over the course of the next two months. Those members who wish to read the document and also make comment can contact the PSA to get a copy.

Renal Service Integration Project

Staff Forums are to commence in early to mid October to discuss the model of care with staff. Reporting relationships between committees/groups have been established. HR Consultative Committee and four Work groups (Administration, Communications, ICT and HR) have been established and have commenced meeting. The Administrative Work Group has developed an action plan and will ensure that administrative systems and processes support clinical services under the new model of care, including the use of new ICT, in the most effective and efficient manner.

HR principles have been formulated but are currently awaiting formal endorsement.

Paxtons Review

CNAHS is taking a broad view of the recommendations which emanated from this Review and individual hospitals are currently dealing with any issues at local forums.
