CAVAN YOUTH TRAINING CENTRE SAFETY AND SECURITY ISSUES
PSA members met to
discuss safety and security issues, on 1 January 2009 at Cavan Youth
Training Centre, following a further incident at the Centre.
Two resolutions were unanimously passed by members, these are: "That this meeting of PSA members at Cavan Youth Training Centre(YTC) has major concerns in relation to the safety and security of the centre. Members deem Cavan YTC to be unsafe and inadequately secure. It does not meet the community's expectations of a secure centre. Members will not perform shifts within any unit at Cavan YTC until it has been secured. Members demand that appropriately secure doors replace every existing unit door within Cavan YTC." Subsequent to this resolution being submitted to the Cavan YTC Operations Manager, a short meeting occurred where commitment was given by Families SA to assess the security of the doors at Cavan YTC, as soon as it was practical to do so. It is the PSA's understanding that this occurred on 2 January 2009. During this meeting, Families SA expressed its need to keep the Cavan YTC operational. PSA members held another meeting to discuss what interim measures would need to be in place before they could safely resume duties. The members unanimously passed the following resolution. " That this meeting of PSA members maintains that Cavan Youth Training Centre(YTC) doors are unsafe. Members will demonstrate their goodwill and will agree to work shifts at Cavan YTC in the interim, until doors are secure, under the following conditions: * Night Shift to operate with minimum of 2 staff per unit plus the Senior Night Officer. * No new residents to be admitted to Cavan YTC. * That the assessment of the doors to be completed by 7 January 2009. * Members agree to the management OH&S plan: SAPOL is notified of the situation at Cavan YTC, should a door be breached, members are to evacuate the unit and call Emergency Services. Members will undertake appropriate OH&S action should any of these conditions not be met." The PSA is aware that each of these conditions have been met and will expect these arrangements to continue until the doors of Cavan YTC are secure.
