DISABILITY SA - SERVICE COORDINATION DISPUTE GILLES PLAINS Today the Public Service Association (PSA) notified the Department for Families & Communities of a dispute, pursuant to Clause 26 (Grievance and Dispute Avoidance Procedures) of the SA Government Wages Parity (Salaried) Enterprise Agreement 2010. This action was determined as an outcome of a members meeting on 10 February 2010 at Disability SA (DSA) Gilles Plains, in response to DFC's letter dated 9 February 2010.
The response letter makes reference to the fact that DFC was of the view that the majority of concerns, raised in a matrix (supplied by the PSA) and letter dated 24 November 2009, are impacted by and should be addressed and possibly resolved as a consequence of the outcomes of the Service Coordination Review and the Child and Youth Service Review. But no time line was supplied.
Whilst the PSA and members across DSA have actively participated in the review, there has been no release of any draft report or its recommendations to enable genuine consideration. In a meeting on 22 January 2010 the PSA was advised that this report and recommendations have gone straight to the Minister for Disabilities without any meaningful consultation on the outcomes of the review (as per Clause 25 of the above Enterprise Agreement). Therefore, the PSA believes that without that Report and Recommendations there cannot be an informed decision on whether DFC's statement is correct or not that workloads and resources issues at Gilles Plains will be resolved.
As a consequence the status quo applies, as per Clause 26.2 of the above Agreement, whilst this dispute is being resolved. Specifically no changes can be introduced.
Therefore, the PSA advises that unless the matter is resolved within seven (7) days the Association will lodge this dispute in the SA Industrial Relations Commission.
