SA LOTTERIES ENTERPRISE
BARGAINING
The SA Lotteries Single Bargaining Centre met on the 25th of February, 2nd of March and 5th of March 2010. The PSA was represented by Industrial Officer Ken Smith and Worksite Representative Fedra Giorgatzis. The meetings considered the PSA Log of Claims. The parties are agreed on most of the PSA claim, including: There be no forced redundancy for employees for the life of the Enterprise Agreement. That the term of the agreement be two and a half years. Pay increases of 2.5% per annum coming into effect in October 2009, October 2010 and October 2011. A one-off payment of $600 - conditions as in Clauses 7.1, 7.2, 7.3 and 7.4 of the Parity Agreement. That On-Call/Recall rates be increased to $25.70 (Monday to Friday) and $44.95 (weekends and public holidays) from 1 October 2009 including further increases of 2.5 % per annum in October 2010 and 2011. An increase in paid maternity leave and paid adoption leave from 14 weeks to 16 weeks with a further increase to 18 weeks for those with not less than 5 years service in line with Clause 10.2 of Parity. The meetings have spent much time exploring the two key items of the PSA claim that have been rejected by SA Lotteries. These items are: The overtime cap be increased to the top increment of ASO6. - rejected by SA Lotteries There are differences between the parties in interpretation of the relevant clause (Clause 11) of the Parity Agreement. Further clarification is being sought on this matter. Lotteries SA have considered the PSA claim and rejected it but have offered payment of overtime to ASO7 staff at the maximum salary increment of ASO6. Lotteries SA is considering a PSA proposal to increase the current overtime payment cap to the maximum of the ASO6 range - this would mean that ASO5 and 6 members would have overtime pay based on their usual salary rate rather than payment being capped at lower rates. Night shift penalty to be increased to 20.5% from 1 October 2009 and twelve-hour shift workers to receive an additional week's leave. - rejected by SA Lotteries A PSA proposal that the Enterprise Agreement contain a clause to establish a formal process to review working arrangements is to be further considered by the parties. The proposed review would involve representatives from SA Lotteries and the PSA and would consider not only penalty rates and leave arrangements but other working arrangements affecting SA Lotteries shift workers.
