HEALTH ICT CENTRALISATION UPDATE
The
PSA Industrial Officer Margie Lindley attended the ICT Centralisation
Union Consultative Committee Meeting held on Tuesday 25th May 2010.
The following items were discussed:
HR Principles
The current HR Principles, with minor changes, are to be extended for
another 12 months until June 2011. (These can be accessed from the ICT
Direct Intranet Site). It was noted that SA Pathology is excluded from
ICT Centralisation until 31st December 2010. It was reiterated that SAS
Employees will remain under SAS Award.
Transfer to New Line Management & Service Improvement Phase
The latest communication was tabled and posted on the ICT Direct
Intranet Site. This document outlined that the new single ICT Services
organisational structure will take effect from 5th July 2010. It also
outlines some timelines for 'Planning to Transfer Positions', 'Transfer
to new ICT Organisation', 'Redesign Branch Structures', and
'Recruitment of Branch Structures'. There will be a series of Roadshows
undertaken in a Question and Answer format. The PSA encourages all
staff to attend these Roadshows and seek clarification of their
concerns. PSA will be in attendance at the Roadshows.
As of Monday 5th July 2010 the old ICT Organisation will cease. The new
ICT Leadership Team has enough staff in place to commence looking at
the operational structure within branches. The new leaders will be
consulting with staff. It was noted that many staff have a combination
of responsibilities within ICT. Bill Le Blanc, Director, ICT Customer
Services, gave an assurance that as of 5th July those staff in
combination roles would not have a change of workplace location and
conditions would remain unchanged in the first instance. Consultation
will take place with staff through the Regional Managers of where they
fit in the new organisation. Most staff should translate into the new
structure without the need to reapply for their substantive positions.
Regional Managers will stay in place for at least 3 months to assist
with the transition to the new ICT Organisation.
The new managers will design the new branch structures and commence
consulting with staff. Once these structures are complete they will be
signed off by the Leadership Team. No changes will occur in the first
instance.
The Management structure recruited so far consists of 50% from SA
Health and 50% from external sources. New staff will be recruited but
will be within the departmental workforce plan and budgets.
The PSA raised the following concerns on behalf of members:
It appeared that ICT positions were being advertised and worded in a
way to deliberately exclude those with public sector experience.
Positions that initially did not attract applicants were being
re-advertised externally without going through a proper internal
process. The PSA put ICT Management on notice that this was not proper
process and that these positions, if amended, must be quarantined for
ICT personnel within the public sector first before being offered
externally.
This was agreed to with all Industrial bodies at the meeting.
Action: Bill Le Blanc, and Adele Jackson, Senior HR Consultant to check
on the stage of the original 'Business Analyst' position and, if hasn't
already been advertised externally, will go through proper process.
All future positions will now follow due process within the HR Principles.
The PSA alerted management that the Flinders Medical Staff's list of
concerns is still to be addressed and a separate meeting may be
required.
Concerns were also raised in regards to the new communication just
released in that it is stated that the design of new jobs to
support the branch structures are to be undertaken before the new
structure is determined. Management agreed that the new structure needs
to be developed prior to jobs being developed.
Action: New communication to be amended by management.
