ENGINEERS' REMUNERATION REVIEW IMPORTANT UPDATE

Last week the PSA advised members the recommendations of the Engineers' Remuneration Review which have been accepted by DTEI.

Importantly the PSA also advises the Chief Executive confirmed:

I also note that a number of recommendations have been made which I will refer to the Public Sector Workforce Relations for consideration. These recommendations concern the Infrastructure Capability Allowance and the development of an agency professional engineer classification and remuneration structure similar in concept to the Allied Health structure”.

As previously advised, the accepted recommendations are:

  • By 31 March 2011 adopt a policy that interprets the existing work level definitions within the context of the engineering function in DTEI, and subsequently implement through administrative arrangements;

  • By 31 March investigate the merit of a policy that recognises engineering excellence or specialist skills in DTEI;

  • Ensure the application of the management allowance is reviewed by a tripartite group and applied in accordance with the Enterprise Bargaining agreement by the end of April 2011;

  • Investigate the recognition of professional accreditation for engineers in DTEI;

  • DTEI will, on receipt of an application for reclassification, provide a response within 30 days and educate managers and engineers on the processes and requirements of the classification process;

  • Improve understanding of the total remuneration benefits by holding information sessions as quickly as possible;

  • Educate managers and staff concerning the rules, processes and policies regarding attraction and retention contracts and allowances; and

  • By 30 June 2011, DTEI will review current and future engineering workforce capacity and capability. The review is to incorporate consideration of the APESMA, PSA and employee recommendation that DTEI ensure professional engineers receive adequate administrative and corporate services support.


    WHERE TO FROM HERE ?

    It's significant that DTEI agreed to refer matters which are not within the Chief Executive's delegation to Public Sector Workforce Relations (PSWR) for consideration. The PSA will report to members the advice from PSWR and remains committed to consult with members and ensure their views are presented to DTEI as the recommendations are implemented.


    By 30 June 2011, DTEI will review current and future engineering workforce capacity and capability. The review is to incorporate consideration of the APESMA, PSA and employee recommendation that DTEI ensure professional engineers receive adequate administrative and corporate services support.
