GOVERNMENT DELAYING TACTICS

Following the Directions Hearing before DP Hampton on Wednesday 20 October 2004, the PSA has submitted a re-drafted Interim Award to the Commission, taking into account those matters agreed during the Directions Hearing.

No agreement exists regarding Date of effect or No extra claims, with Government still arguing for a change to the PSA draft.

The PSA wants employees to gain access to their new rates of pay as a matter of urgency. Despite the PSA using the precise wording from the Full Bench Decision of the Industrial Relations Commission 6 October 2004 that the Interim Award apply from the 1 October 2004, the Government is still persisting in arguing the actual date of effect.

Research conducted by the PSA indicates some Agencies pay periods commence on 1 October 2004 including DAIS, Premier and Cabinet and Treasury and Finance, and therefore will not be disadvantaged. Others if paid as per the Government's argument on the first pay period on or from
1 October 2004, will be paid at a later date, e.g. SAPOL 13 October 2004 and TQEH 8 October 2004, denying members of at least a week's worth of the wage increase.

A further Directions Hearing is to be held before DP Hampton on Tuesday afternoon, 26 October and the PSA will keep members informed of developments.

PSA RECRUITMENT PROMOTION

It is thanks to the work of the PSA and support of members that Wages Parity Public Sector employees will be receiving an interim 3.5% pay increase. In recognition of the recruitment efforts of members the PSA will be giving prizes all through November 2004 to Worksite Reps and members who recruit new members.
