ODPP
ORGANISATIONAL REVIEW
The
first meeting of the ODPP Organisational Review Consultative
Committee was held on Wednesday 3 May 2006.
Despite
delays in the handing down of the Consultant's Report, the PSA felt
it was important that this group be formally convened. Many agencies
have ongoing consultative committees in the interest of good
industrial relations practice.
In
addition to the Staff Representatives, HR were represented by Andrea
Sax, Murray Fopp attended for part of the meeting, and PSA Industrial
Officer Josie Barbaro attended on behalf of PSA members.
Given
the Report has yet to be released to staff, the consultation on the
Review itself was limited. It is important however that a number of
issues in relation to the functioning of the committee are
established, including Terms of Reference for the Committee. Normally
consultative committees are comprised of Management, HR, Union and
Employee representatives, with employee representatives usually
meeting earlier to discuss feedback from their work
areas which are then discussed with Management.
HR
and the PSA will be looking at providing some examples of terms of
reference used elsewhere to form a basis for this committee. The
committee will reconvene in approximately 4 weeks with the aim of
endorsing these. The membership of the committee was also discussed,
given that many of the nominations were made last year, and it will
be timely to confirm or review these.
In
relation to the Review, the Committee was told it would still be a
number of weeks until the recommendations are released, as the
Steering Committee and Executive still felt it was not ready to be
released for discussion. The consultant's have been asked to conduct
some further interviews. The delay
with the
Review does not prevent any issues being discussed or raised as they
affect employees.
