PROFESSIONAL PROGRESSION PSA Brief of 11 October 2006 “Government Professional E.B. Offer” provides the PSA's calculations of the minimum increases that incumbents will achieve through the offer. The PSA is working with Government to ensure that the new Work Level Definitions which replace the current classification criteria, including the “moribund” PIDs of 1991 give members greater opportunities for classification advancement. The PSA position is that all employees with managerial responsibilities commence at PO/MeS level 3. Salaries of $74,200 (Level 3), $83,774 (Level 4) and $90,760 (Level 5) could apply at 1/10/06. Advanced Practitioners and Specialists commence at Level 2. For those currently at Level 1, PSA has ensured that the recently negotiated processes for advancement to level 2 will continue. Progressions by reclassification, now against the new criteria is always an option. The new Professional Officers structure allows for classification and therefore progression up to PO5, as Managers (PO3, PO4 and PO5) and as clinicians, specialists and advanced researchers. Medical Scientists have the additional level of 6A and 6B. The PSA considers that this new proposed structure offers many opportunities for our members and negotiations between government and your union on the criteria and processes for progression are currently occurring. PSO/MS currently at top increment level 1 ($51,874) will automatically go to 6th increment PO/MeS level 1 ($54,854) at 1/10/06. There will be a “soft bar” where the Manager needs to confirm they are performing competently to then progress to 7th level ($57,845) at 1/10/07. Other Level 1's currently below the top increment for PSO1/MS1 will have the same “soft bar” after 12 months at 5th increment PO1, for progression to Increment 6 and then after 12 months to the 7th increment.
