2007 AND BEYOND 21 December 2007 As 2007 comes to a close, we reflect on the achievements of the past year and the challenges of the future. SHARED SERVICES UPDATE 21 December 2007 PSA General Secretary Jan McMahon, Chief Industrial Officer Peter Christopher and Industrial Officer Josie Barbaro met with representatives of Department of Treasury and Finance and Shared Services SA on Friday 21st December 2007. SUPPLY SA WAREHOUSE CLOSURE 20 December 2007 In July 2007, speculation was rife among staff that DTF were planning to not renew the lease for the Supply SA Warehouse and that warehouse trading and operations were to cease circa September 2007. NOVITA COLLECTIVE AGREEMENT BALLOT RESULT 20 December 2007 On Thursday 13 December 2007 the ballot count was conducted for the Novita Children's Services Collective Agreement. SA HEALTH SAFE CONDUCT AND RESPECTFUL BEHAVIOR TASKFORCE 20 December 2007 The SA Taskforce was established by the Minister for Health, Mr John Hill, late in 2006. FAMILIES SA BOUNDARY REALIGNMENT PROJECT 20 December 2007 The PSA has been advised that Families SA intends to have boundary realignment in place by 1 July 2008. PSA LODGES DPC DISPUTE 20 December 2007 The PSA has notified the Chief Executive of the Department of Premier and Cabinet (DPC) of a dispute pursuant to the SA Government Wages Parity Agreement. REVIEW OF PROFESSIONAL WORK LEVEL DEFINITIONS 19 December 2007 A meeting was held at the PSA on 17th December regarding the process for the development of the PSA submission to the review of the Work Level Definitions. SHARED SERVICES UPDATE 17 December 2007 PSA General Secretary Jan McMahon, President Lindsay Oxlad, Chief Industrial Officer Peter Christopher and Industrial Officer Josie Barbaro met with representatives from the Department of Treasury and Finance (DTF) and Shared Services SA (SSSA) on Friday 14th December 2007. PSA MEETINGS WITH HEALTH CHIEF EXECUTIVE 14 December 2007 The PSA meets regularly with the Department of Health senior officers. MENTAL HEALTH UNIT RESTRUCTURE 2007 14 December 2007 The PSA has received a draft copy of the proposed organisational chart reflecting the Department of Health Mental Health Unit. SHARED SERVICES REFORM 13 December 2007 On Wednesday 12 December 2007, Public Service Association (PSA) Industrial Officers Ian Peak and Josie Barbaro attended a meeting of the Shared Services SA (SSSA) Workforce Consultative Group (WCG). PROFESSIONAL WORK LEVEL DEFINITIONS REVIEW 10 December 2007 The Public Sector Workforce Division (PSWD) has written to the PSA outlining the process to guide the review of the new classification structure for Professional Officers, Medical Scientists and Grant Funded Scientists. SHARED SERVICES UPDATE 7 December 2007 The PSA has written to the Government with a series of demands in relation to Shared Services. RECOMMENDATIONS ON PSA MENTAL HEALTH DISPUTE 6 December 2007 The PSA notified members of a dispute with Central Northern Adelaide Health Service (CNAHS) in a brief dated 21 November 2007. ALLOWANCES INCREASED 4 December 2007 A wide variety of allowances have been increased. PSM ACT CHANGES 30 November 2007 Government has released its draft Public Sector Bill 2008 today. MENTAL HEALTH DISPUTE 21 November 2007 The PSA has lodged a dispute with Central Northern Adelaide Health Service (CNAHS) regarding the under-classification of the multi-classified Mental Health Team Leader positions. PUBLIC SECTOR WEEK 14 November 2007 The PSA welcomes the announcement by Minister Weatherill regarding the "Inside Out 07" initiative. COMMUNITY MENTAL HEALTH REVIEW 13 November 2007 Recently the Public Service Association met with the Department of Health Mental Health Director to discuss the planned Community Mental Health Review. METRO HOSPITAL EFFICIENCY AND PERFORMANCE REVIEW 9 November 2007 On Wednesday 31 October 2007, PSA Industrial Officer Dolly Costello attended the Department of Health, Metropolitan Hospitals efficiency and Performance Review Steering Committee meeting. FLINDERS UNIVERSITY ENTERPRISE BARGAINING 2008 2 November 2007 The PSA/CPSU has commenced planning for the next Workplace Agreement. HOUSING SA SELECTION PROCESS TURNAROUND 1 November 2007 In a major change to the selection process arising from the Housing Reform agenda, Housing Managers, Housing Support Coordinators and Aboriginal Housing Officers will be directly transitioned to the new structure. DENTISTS DEAL UPDATE 31 October 2007 The Chief Executive of Department of Health has written to the PSA advising that the "management/leadership allowance is payable to eligible Dental Officers (DSOs in addition to the 10% attraction allowance and is considered as part of base salary in the calculations of employee entitlements. PROPOSED SECURITY FOR DFC CENTRE IN MOUNT GAMBIER 29 October 2007 On Tuesday 23 October 200, PSA Officers met with DFC representatives Peter Bull, Director Organisational Development, David Shone, HR and Stuart Arbon, a security consultant. MEDICAL IMAGING CLASSIFICATION REVIEW 26 October 2007 PSA has had further discussions with officers in the Department of Health. CURRENT SCHOOL SERVICES OFFICER ISSUES 25 October 2007 Reports on Education Works, First Aid and SSO Reclassification Review. SHARED SERVICES SURVEY 24 October 2007 Following previous emails and reports in the Advertiser, PSA members would by now be aware that Cabinet has approved the establishment of Shared Services SA, as part of its budget savings strategy. SHARED SERVICES UPDATE 19 October 2007 On Thursday 18 October 2007, PSA President Lindsay Oxlad, Chief Industrial Officer Peter Christopher and Industrial Officer Josie Barbaro attended a briefing on Shared Services with Under Treasurer Jim Wright. SA METRO HOSPITAL EFFICIENCY AND PERFORMANCE REVIEW 17 October 2007 The PSA met with the Metropolitan Hospital Efficiency and Performance Review Steering Committee at Department of Health on 10 October 2007. FAMILIES SA CUTS SERVICES 12 October 2007 The PSA continues to receive complaints from Worksite Representatives and members about cutbacks to Families SA services. SECOND E.A. PAY RISE 12 October 2007 The 2006 Enterprise Agreement (EA) included a new career structure for Professional Officers and Medical Scientists. SHARED SERVICES REFORM #7 11 October 2007 On Tuesday 9 October 2007, the PSA attended a meeting of the Shared Services Reform Office Workforce Consulting Group, the peak body to discuss employee related issues associated with the reform process. STATEWIDE PATHOLOGY SERVICE - UPDATE NO. 8 10 October 2007 The PSA attended a meeting of the Statewide Pathology Sub-Committee on 4 October 2007 at the Department of Health. PSA ENSURES DENTIST DEAL IS HONOURED 9 October 2007 On Thursday 4 October, the PSA and the Public Sector Workforce Division of Premier and cabinet appeared before the SA Industrial Relations Commission. CLOSURE OF HIGH DEPENDENCY UNIT 9 October 2007 The Queen Elizabeth Hospital has an autonomous, ten-bed high dependency unit. PAY RISE 8 October 2007 Most PSA members will soon receive a 3.5% per annum salary increase. SHARED SERVICES 4 October 2007 Members would be aware from previous briefs and recent media reports that the PSA has been persistently requesting details from the Government about its Shared Services proposal, particularly how it will impact on jobs and services. SA WATER ENTERPRISE BARGAINING 2 October 2007 The PSA is pleased to confirm that after a protracted period of negotiations the PSA has agreed with SA Water a draft 'Employment Agreement 2006' PSA TO ENSURE DENTIST DEAL IS HONOURED 27 September 2007 PSA has recently become aware of some alarming statements that have been issued by the Department of Health Chief Executive, Dr Tony Sherbon. WORK LEVEL DEFINITIONS 26 September 2007 The Public Service Association (PSA) is actively pursuing the impending review of the Work Level Definitions for Professional Officers and Medical scientists. DFEEST CHRISTMAS CLOSURES 24 September 2007 The PSA has been questioned by members seeking clarification of their entitlements and the employer's obligations concerning a compulsory closure of DFEEST worksites over the Christmas/New Year period. TRUMPS SYSTEM CONCERNS 21 September 2007 PSA members may be aware of media comments regarding delays in licence renewals and vehicle registration through the introduction of the TRUMPS system. THE FUTURE OF GLENSIDE HOSPITAL 20 September 2007 The PSA and other unions attended the briefing on the morning of Thursday 20 September 2007, held by the Hon. Gail Gago, the Minister for Mental Health and Substance Abuse, on the 'Concept Master Plan' for the Glenside Hospital Campus site. PROFESSIONAL OFFICERS MANAGERIAL ALLOWANCE WIN! 20 September 2007 Earlier this year the PSA raised concerns with the Department of Health regarding the interpretation of the translation date for the Managerial Allowance, now that PO-3/PO-4/PO-5s were eligible for this new Allowance, which forms part of the new Professional Officer Structure within the SA Government Wages Parity (Salaried) Enterprise Agreement 2006. PSA WINS MEAL ALLOWANCES 20 September 2007 As a result of PSA action, the Department for Families and Communities has applied the correct interpretation as to what members are entitled to when they are absent overnight within South Australia on Departmental business. PSA WITHDRAWS NOTICE OF DISPUTE AGAINST HOUSING SA 19 September 2007 Following a recent meeting of Public Service Association (PSA) representations, the PSA has withdrawn the Notice of Dispute against Housing SA. MEAL BREAKS/TOIL 14 September 2007 On Wednesday 12 September 2007, the PSA met with the Department for Families and Communities (DFC) to discuss the many issues relating to meal break entitlements in Families SA. SHARED SERVICES REFORM 13 September 2007 On Wednesday 12 September 2007, PSA President Lindsay Oxlad and Industrial Officer Josie Barbaro attended a meeting of the Shared Services Reform Office Workforce Consultative Group, the peak body to discuss employee related issues associated with the reform process. PSA MEETS WITH ACTING CHIEF EXECUTIVE - DEPARTMENT OF HEALTH 11 September 2007 On Monday 3 September 2007, Acting Chief Industrial Officer Ian Peak, together with Industrial Officer Dolly Costello, met with DOH Acting Chief Executive David Swan and Meredith Smedley, Acting Manager Employee Relations. DEPT. OF HEALTH - INDUSTRIAL ARRANGEMENTS HUMAN INFLUENZA PANDEMIC PLANNING 10 September 2007 PSA met with the Department of Health to discuss the development of a draft policy for State Government health services in the event of an influenza pandemic in South Australia. FAMILIES SA SECURE CARE LEAVE LOADING UPDATE 7 September 2007 The Executive Director of Families SA has responded to a PSA letter regarding complaints from members in relation to not receiving their leave loading at the time of leave. MEAL ALLOWANCES 3 September 2007 The PSA receives from time to time queries regarding the proper application of the travelling allowance provision as applied by various agencies. PROPOSED SECURITY FOR DFC CONNECTED SERVICES CENTRE IN MT GAMBIER 31 August 2007 On Wednesday 29 August 2007, PSA officers met with: Natalie Hamood, Director Human Resources; Glenn Brown, Regional Manager; Peter Bull, Director Organisational Development; and Graham Field, an independent security consultant, to discuss the latest development in planning the security for DFC Connected Services Centre in Mount Gambier. TIME OFF IN LIEU (TOIL) AND FLEXITIME 30 August 2007 The Public Service Association (PSA) is aware that there continues to be inappropriate application as it relates to TOIL and flexitime within various agencies. LONG SERVICE LEAVE IN HEALTH 29 August 2007 As previously advised, the Regulation for the taking of Long Service Leave (LSL) have been varied to allow for the taking of LSL in single days. SUPPORTING REGIONS - A DISCUSSION PAPER 28 August 2007 The SA Government Wages Parity Agreement required the development of a "Supporting Regions Discussion Paper" about targeted and general options to improve attraction, retention and support of employees in regional areas. HOUSING SA SERVICE DELIVERY REVIEW DISPUTE ESCALATES 24 August 2007 PSA Housing SA Worksite Representatives met on Thursday 23 August and resolved that the Service Delivery dispute be escalated. VOLUNTARY FLEXIBLE WORKING ARRANGEMENTS 21 August 2007 Voluntary flexible working arrangements (VFWA) have been designed to allow employees to put in place arrangements which reduce the tension between paid work and other important aspects of employees' lives. PSA LODGES FORMAL DISPUTE 17 August 2007 On Friday, 17th August 2007, the PSA notified the Chief Executive of the Department for Families and Communities of two separate disputes within Housing SA. PSA COMMITTED TO PROTECTING MEMBERS 13 August 2007 Recent press articles have reported "more pain' through spending cuts and job losses in the public sector to pay for State Government Health spending. PSA SECURES IMPROVED OFFER FOR DENTISTS 8 August 2007 Earlier today the State's public dentists voted to accept an improved recruitment and retention offer from the Department of Health. STATEWIDE PATHOLOGY SERVICE UPDATE 2 August 2007 The report on the establishment of a Single Statewide Pathology Service, commissioned by the Department of Health, has been completed. The Public Service Association has received a copy and is currently analysing the details. DEVELOPMENT OF A NEW FORENSIC MENTAL HEALTH FACILITY 30 July 2007 The PSA attended a meeting at James Nash House on Thursday 26 July 2007 where the Chief Executive of Health, Dr Tony Sherbon, announced new facilities for James Nash House to be built as part of the proposed Corrections Prison Complex at Mobilong. PPPs - MEETING WITH TREASURER 27 July 2007 The PSA met with the Treasurer, the Hon Kevin Foley, today regarding the Government's Public Private Partnership (PPP) proposals. DENTAL CRISIS CONTINUING 24 July 2007 The Public Service Association met with SA Dental Officers this morning to report back the recommendations from yesterday's South Australian Industrial Relations Commission voluntary conference before Commissioner Doyle. MENTAL HEALTH CRISIS MEETING 23 July 2007 On Monday 16 July 2007 PSA Representatives met with Health Chief Executive Dr Tony Sherbon and Executive Director of Operations Mr David Swan to discuss members ' concerns in relation to the provision of mental health services. GOVERNMENT FAILS TO ADDRESS DENTISTS' CONCERNS 18 July 2007 The South Australian Government has today refused to take steps to address recruitment and retention concerns of Public Sector Dentists. OVERVIEW DRAFT HEALTH CARE BILL 2007 18 July 2007 The Health Care Plan (released June 2007) proposes to establish a vision for the provision of health services and infrastructure in South Australia, in providing an integrated health care system. RESPONSE TO DENTISTS FROM DEPARTMENT OF HEALTH 17 July 2007 The PSA General Secretary Jan McMahon met with officials from the Department of Health on Tuesday 17 July over the Dental Officers dispute. WORKPLACE SAFETY ISSUES IN MOUNT GAMBIER DFC PROPOSAL 17 July 2007 On Thursday 12 July 2007, the PSA and Department for Families and Communities met to discuss safety features of the proposed DFC Connected Services Centre planned for Mount Gambier. SSO CONFERENCE 17 July 2007 PSA will celebrate SSO Recognition Week again this year. PRIVATE PRACTICE FOR PSYCHOLOGISTS 13 July 2007 The PSA had discussions today (13 July 2007) with the Department of Health regarding the Principles. DENTAL BANS LIFTED 10 July 2007 Dental Officers have endorsed the lifting of all industrial bans and limitations pending a substantive response by the Department of Health. DENTAL DISPUTE - COMMISSIONER'S RECOMMENDATIONS 9 July 2007 In summary, the Commissioner did not consider that PSA members were constrained by the 'no further claims' clause of the 2006 Enterprise Agreement. FREE DENTAL SERVICE 25 June 2007 In addition to the work bans unanimously endorsed by PSA Dental Officers, the following motion was also passed: "That this meeting of PSA Dental Officers will continue work bans and the campaign in support of improved wages and conditions, and further resolve to increase action, including the provision of free dental treatment if no positive response is received from the Department of Health" DENTISTS BANS TO ESCALATE 21 June 2007 The work bans voted on at the Dentists Stop Work meeting on Tuesday 19 June were unanimously endorsed and others were added at a meeting of PSA Dental Officer members. FRINGE BENEFITS TAX AND THE USE OF POOL CARS 21 June 2007 PSA members have raised concerns that agencies are assigning the burden of the fringe benefits tax (FBT) on government cars to employees who have not accessed government cars for private use. DENTISTS IMPOSE BANS 20 June 2007 At 4 pm yesterday (19 June 2007), Public Sector Dentists attended a stop work meeting at the PSA. STATE BUDGET REPORT - HEALTH 8 June 2007 Following the Budget lock-up, PSA General Secretary Jan McMahon attended a briefing by Minister Hill regarding the implications of the Budget on the health portfolio. PSA DISPUTES DELAY IN SOCIAL WORKER ASSESSMENT PROCESS 5 June 2007 The PSA officially advised the Department of Health on Wednesday 30 May that the parties are in dispute due to the failure by the health units to assess all Mental Health Social Workers. MAKING THE PUBLIC SECTOR AN EMPLOYER OF CHOICE 31 May 2007 PSA has been involved in discussions on Recruitment and Retention Allowances and Redeployment. HEALTH SHARED PAYROLL SERVICE PLACED ON HOLD! 25 May 2007 The PSA received a response from Dr Tony Sherbon, Chief Executive of the Department of Health, advising that the preliminary investigation into the potential to establish a shared payroll service for Health Portfolio agencies has now been suspended pending consideration of a broader proposal to establish a shared payroll system for most of the agencies using the CHRIS Human Resource Management System. DECS BUDGET CUTS - WHAT IS ON THE CHOPPING BOARD 24 May 2007 The Department has commenced consultation with unions on strategies to implement budget cuts coming from the 2006 budget. RESEARCH MONEY DROUGHT 23 May 2007 Many members in DEH who are undertaking research have indicated that the 2006 Budget money has dried up and are now awaiting this years budget money to hit the coffers before finalising or undertaking further research. MULTIPLE REVIEWS OCCURRING IN TAFE SOUTH 22 May 2007 DFEEST are attempting to further relieve their budget problems by continuing to review all facets of the Agency. PSA WELCOMES MODBURY HOSPITAL BUY-BACK 24 April 2007 The Public Service Association has welcomed today's announcement that the Modbury Hospital will return to public ownership and operation. NOVITA AWARD APPLICATION 18 April 2007 The adjourned Novita Enterprise Award application was heard on Monday 16 April 2007 at 2.15 pm in the SA Industrial Commission (IRC). UNITED WATER ENTERPRISE BARGAINING 17 April 2007 The Unions and United Water have concluded negotiations for a draft Enterprise Agreement. SUPERANNUATION CHANGES 13 April 2007 The PSA has been advised by Treasury and Finance that the Government intends to enable members to have the option of accessing superannuation benefits before retirement. WORKCOVER REVIEW 29 March 2007 The Minister for Government Enterprises, the Hon Michael Wright, today announced an independent Review will be held into the WorkCover scheme. DISABILITY SERVICES IN DISARRAY! 23 March 2007 In a letter dated 21 March to the PSA, the Chief Executive of the Department for Families and Communities has conceded that Disability SA will review all service delivery position vacancies to contain current cost pressure. MICROBIOLOGY & INFECTIOUS DISEASES LABORATORY WORKLOAD 23 March 2007 On Thursday 22 March, PSA members at Flinders Medical Centre met to discuss the management response to an excessive workload issue. UPDATE ON HOUSING SA SERVICE DELIVERY REFORM 23 March 2007 PSA met with DFC representatives to negotiate a satisfactory outcome on behalf of members employed in Housing SA. MEMBERS UNITE & SECURE WIN 19 March 2007 PSA members employed at Western Assessment & Crisis Intervention Service Woodville Office have secured for themselves a safe and healthy working environment for the first time in months. GOOD OUTCOME FOR PSA PROFESSIONAL MEMBERS 19 March 2007 PSA met with State Library of SA management regarding the advertising of an Archival Processing Officer Position as an ASO4 instead of a PO position. A WIN FOR THE PSA 9 March 2007 The Department of Health has reconsidered the classification of the new Community Rehabilitation Workers. DISPUTE REGARDING CLASSIFICATION OF PROFESSIONALS 8 March 2007 The PSA has written to the State Library of SA Director over concerns that Professional positions are increasingly being advertised in the ASO stream instead of the PO stream. DISABILITY BUDGET RESTRAINTS AFFECTING SERVICES 7 March 2007 PSA has raised concerns in relation to Department for Families & Communities budget restraints that are now affecting direct client services. PSA MEETING WITH MINISTER CAICA 6 March 2007 On Monday 5th March, the PSA General secretary Jan McMahon, President Lindsay Oxlad, Vice President Bev Martin and Acting Chief Industrial Officer Gayle Peak met with Minister Paul Caica. SHARED SERVICES REFORM AGENCY BRIEFINGS 27 February 2007 On 26 February 2007, PSA President Lindsay Oxlad, Assistant Chief Industrial Officer Ian Peak and Research Officer Josie Barbaro met with Rick Persse, Executive Officer Shared Services Reform Office, and Kate Stephens and David Leach from the Shared Services Reform Office. PSA DISPUTES CLASSIFICATION OF COMMUNITY REHABILITATION WORKERS 26 February 2007 The PSA has been involved in a consultation process that agreed upon models of care and staffing structures. IMPLEMENTATION OF PROFESSIONAL CLASSIFICATION STRUCTURE 23 February 2007 There were a number of issues raised by the PSA with Government in relation to the implementation of the new Professional Classification structure. These matters have now been resolved. MAGILL CENTRE REPLACEMENT UPDATE 22 February 2007 Recently, members at Cavan and Magill Secure Care Centres held meetings to discuss the proposed replacement of the Magill Secure Care Centre. MINDA ENTERPRISE AGREEMENT 21 February 2007 The key core EA issues identified were salary quantum, length of the agreement and back pay to November 2006. FORESTRY ENTERPRISE BARGAINING 20 February 2007 The first Enterprise Bargaining meeting was held at Mt Gambier on Thursday 15 February 2007. PSA Industrial Officer Ian Peak attended on behalf of PSA members. PSYCHOLOGISTS RIGHTS TO PRIVATE PRACTICE 19 February 2007 A meeting between the PSA and the Department of Health has discussed the introduction of Private Practice rights for Clinical Psychologists employed in the State Government Health Sector. PSA SECURES SAFE WORK ENVIRONMENT 15 February 2007 Today, the PSA secured a commitment from the Department for Correctional services to conduct an immediate comprehensive search of Port Augusta Prison. YOUR RIGHTS AT WORK 7 February 2007 The South Australian State Government ensured that the Federal Government's draconian "Work Choices" legislation will not apply to PSA members employed under the PSM Act, South Australian Health Commission Act and IMVS Act. IMPLEMENTATION OF NEW PROFESSIONAL STRUCTURE 19 January 2007 PSA and Government officers from Public Sector Workforce Relations (PSWR) met to continue discussions about the translation and implementation of the new Professional Officers and Medical Scientists structures in the latest Parity Agreement 2006. DFC BUDGET CUTS 17 January 2007 The PSA is very concerned following the article in The Advertiser on Wednesday 17 January 2007 regarding budget cuts within the Department for Families and Communities. The PSA believes that these cuts may impact dramatically on service delivery. WEEKLY PAID ENTERPRISE BARGAINING NEGOTIATIONS 11 January 2007 The PSA has met with Government for the negotiation of an Enterprise Agreement for State Government Weekly Paid employees. PSA members who will be bound by the Agreement include Security Officers, Ministerial Chauffeurs and Store Staff. |
